<br />and as well looked after as any section in the country. They requested further the co-opera-
<br />tion of the City of Portsmouth in the effort zo carry out the prgE~a= outlzned by the Hamp~on
<br />Roads nvalth Association, explaining that it'is necessary that the cities about Hampton Roads
<br />should act in concert in all matters affecting the health conditions of this section.
<br /> Following these gentlemen, Dr. Vernon Brooks, Health Officer of Portsmouth, read a report
<br />concerning these matters~ and Messrs. Hall, Davis, and other members of the Council also spoke
<br />in approval of same.
<br /> Whereupon, on motion, it was ordered that a committee be appointed to investigate
<br />the needs of the Health Department of the Oity and report, and ~esers. Brinson, Bilisoly, and
<br />Hawks were appointed to said committee from the Co~on Council and Davis and Langhorne from
<br />the Board of Aldermen.

<br /> Second. A continuance of the "White Way~ on High, =ff~ngham and County streets.
<br /> After some discussion of the matter~ Mr. Privett moved that the lighting o£ the "White
<br />Way,* as now maintained, be continued f6r~th~..month of April, and that an appropriation for
<br />same be referred to ~n~ Finance Committee.
<br /> Mr. Brinson 8ppoeed this motion, giving as his reasons for same that he did not
<br /> think the City ought to take over the lights on County and Effingham streets as they were
<br /> stric~ly~speaking not a part of the "White Way," but were used especially for private bene-
<br /> fit. However, the motion by ~r. Privett was adopted.

<br /> On motion, the rules were suspended to hear from citizens present on the subject and they
<br />were invited to speak. A discussion of the matte~ was entered intc, ~ut as the crowd in the
<br />Council chamber was too larg~ for comfort the Council adjourned to meet in the Hustings Cou~t
<br />room. There thediscussion w~s continued and engaged in by Messrs~ Parker, Watts, Davis, Thurs-
