<br />Gentlemen:--. Your Street Committee respectfully reports
<br />herein concerning the following matters referred to the Joint Street Committee August 13-20,1912:

<br /> Referred by Common Council August 13th.
<br />
<br /> To ascertain whether the City has enough old stone on hand to gutter ~ud curb the east side
<br />of Third street, from Harrison to Wythe, and to curb and gutter the south side of Wythe street,
<br />from the east side of Court to east side of Third; also cost of doing said workwith old stone.
<br /> The City Engineer reports that there is not sufficient old stone on hand with which
<br />to do the work. We, therefore, recommend that the amount recommended in our previous report
<br />for this work be made available, so that as much as may be necessary may be used to complete
<br />
<br /> To examine and make report concerning the City Engineer taking charge of ail street work
<br />done in the Seventh Ward.
<br /> As the City Drdinances c!sarly define the authority of the City Engineer, we deem it
<br />unnecessary to make any recommendation therefor.
<br />
<br /> A petition of sundry property owners on Armstrong street for a granotithic sidewalk on the
<br />west side of said street, from Glasgow to Holladay. Progress as to same.
<br />
<br /> Authorized to take such action as may be necessary to ascertain the approximate cos~ of.
<br />extending Hatton.strest~ from London~to High; Progress. .
<br />
<br /> A bill of the Sixth Ward to amount of $118.~2, as City's proportion of cost for paving at
<br />the intersection of Chestnut and County sZreets.
<br /> As the City is now paving the roadway of Chestnut street, a large portion of which is
<br />within the Sixth Ward, with no expense to said Ward~ we recommend that the bill be not allowed.
<br />If,. however, the Ward should contend for the amount and the same be allowed, we then recommend
<br />that said Ward be charged with its proportion of cost of the paving.

<br /> Advisability of recommending that where sidewalks are laid on paved streets by owners, un-
<br />der direction of the City Engineer, on streets now having no sidewalk, one-half of the cost be
<br />borne by the City, provided such cost does not exceed the prices the City is paying for the same
<br />class of work. Progress.

<br /> Matter of improving drainage system am or adjacent to the Seaboard block and market.
<br /> We. report that this matter has been referred to the City Engineer for report thereon.

<br /> Advisability of having wagons coli~cting garbage covered in some manner.
<br /> This matter has been referred to the Street Inspector for repor~ thereon.

<br /> Attention called to condition of Washington street, from County to North. This matter, has been referred to the Street Inspector for attention.
<br />
<br /> Attention called to the need of immediate action concerning condition of the SWimming P~in~
<br />bridge.
<br /> The City Engineer reports that the bridge has been repaired temporarily.
<br />
<br /> We att$ch hereto a petition from ~r. Norman Cassell to be allowed to make a tunnel beneath
<br /> the pavement in front of his building (Law Buitding~ No. 4S0 High street, and beg to state that
<br /> the City Engineer has examined the plan S~bmitted by Mr. Cassell and approves the same.
<br /> We, therefore, recommend that the petition be granted and the bond be fixed at $5,000.

<br /> The report having Seen read, the Chairman of the Ordinance Committee stated that the
<br />matter of tunnelling under sidewalks had been before his Committee for some time, that it was
<br />a matter which required mu~h~co~sideration, and he thought the petition should not be granted,
<br />but that a general ordinance should be made to cover~the same.
<br /> The Chairman of the Street Committee explained that the petitioner, Mr. Norman Cassell, had
<br />a~ked for this privilege months ago, that it would be'a great convenience to him to be allowed
<br />to build a tunnel before the cold weather sets in, as he would be saved both expense and incon-
<br />venience in handling coal by mea~u~ of a ttuune~ and further, that the bond offered bv Er. Cas-
<br />sell to cover damages was ample, he thought, for the purpose. '
<br /> Mr. Moore, of the Ordinance Committee, said he sympathised with the move, but he thought
<br />the Council should~go slow in the matter, as his Committee had been advised by the City Attor-
<br />ney that the matte~ of damages, &c., required mature consideration.
<br /> Whereupon, on motion of Mr. Tyler, the recommendation to grant the petition of Mr. Cas-
<br />sell for tunnellin~ was not adonted: t~ ~~ ~~+~ .....
