<br /> At a Regular Meeting of the City Council held on Tuesday,
<br />August 23, 1994, there were present:
<br />
<br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons,
<br />Bernard D. Griffin, Sr., James C. Hawks, James T. Martin,
<br />Cameron C. Pitts, P. Ward Robinett, Jr., V. Wayne Orton, City
<br />Manager, Stuart E. Katz, City Attorney.

<br /> Reverend Alphonso Griffin of Providence A.M.E Zion Church,
<br />opened the meeting with prayer which was followed by the Pledge
<br />of Allegiance to the Flag.
<br />
<br /> Mayor Webb called the meeting to order and welcomed all in
<br />attendance.
<br />
<br /> Motion of Mr. Pitts, and seconded by Mr. Robinett, the
<br />minutes of a Called Meeting on August 8, 1994; a Public Hearing
<br />Meeting on August 8, 1994; a Called Meeting on August 9, 1994;
<br />and a Regular Meeting on August 9, 1994, were approved, and
<br />were adopted and by unanimous vote.

<br />94-336 - Presentation of special pins to newly appointed
<br />Boards and Commission members.

<br />94-337 - Non-Agenda Speakers
<br />
<br />1. J. Brewer Moore, 308 Bobby Jones Drive, representing the
<br />Hodges Manor Civic League, Inc., presented Council with five
<br />questions regarding various City practi=es.
<br />
<br />2. Minister Rafiq Zaidi, 3106 Hull Street, representing the
<br />Black Concerned Citizens of Portsmouth, spoke about a problem
<br />with Portsmouth Redevelopment and Housing providing assistance
<br />to Ms. Linda Potts, a handicapped resident.
<br />
<br />3. David Sanford, 2700 Turnpike Road,
<br />Norcom Alumni Association, spoke about
<br />School.

<br />4. Helen Persons, 1314 Green Street, representing the
<br />Washington Park Coalition, spoke about the lead contamination
<br />situation in Washington Park.
<br />
<br />5. Reverend Rudolph Perry, 513 Spectator Street, representing
<br />Washington Park Tenants Coalition, spoke about the lead
<br />contsanination situation in Washington Park.
<br />
<br />6. Harold Yates, Region III Coordinator of the Envirornnentat
<br />Protection Agency, answered questions posed by speakers at the
<br />request of Council about the lead contamination situation in
<br />Washington Park.

<br /> 7. Thelma Eure, 222 Mohican Drive, representing the
<br /> Collinswood-Mohican Drive Neighbors, spoke about the noise at
<br /> Ebony Showcase.

<br />- PUBLIC HEARINGS
<br />
<br />94-338 - Public Hearing for the consideration of an ordinance
<br />to authorize the City to contract a debt and issue General
<br />Obligation Public Utility Bonds of the City in the principal
<br />amount of $22.9 million to finance the costs of capital
<br />improvements# extensions and additions to the City's
<br />revenue-producing water and sewer system and to authorize and
<br />provide with respect to the issuance and sale of a like
<br />principal amount of General Obligation Public Utility Bond
<br />Anticipation Notes of the City in anticipation of the issuance
<br />and receipt of the proceeds of sale of such Bonds.
