R. C. P. October 8, 19i2~ included in the new paving program, and said petition was referred to the Street Committee. A petition of sundry citizens and tax payers on the south side of Glasgow street, from El- ' fingham'to Chestnut, to have a granolithic sidewalk laid on said street, was. referred to the Street Committee. A communication was received from Captain Harry A. Brinkley, mn which he requested that the Pubiic Property Committee be allo~ed. To have plans made and advertise for bids to improve Grime, Battery gun room. On motion, the matter was referred to the Public Property Committee to report later on advisability of advertising for bids. A communication from Dr. J¢eei~h.A~-.Gu~hrie in regard to extending street car service to Nest Park View was referred to Street Committee. A proposal of the Bank of Portsmouth to lay a granolithic pavement in front of its property at High and Middle streets, if' the City will bear one-half of cost of the work, was referred to the Street Committee for consideration. A communication was read from the Portsmouth Humane Society, in which it requested ~hat an ordinance be drafted requiring horses and mules to be blanketed during cold and wet weather. On motion, ~he communication was referred to the Ordinance Committee to consider the advisability of drafting-such an ordinance. A request of the Civic League to have parked the unpaved ~ortion of_roadway of EffinEham street~ between Glasgow and H.igh, and for an appropriation of ¥10.00 or $S0.00 for trees and shrubs to plant in same, was referred to Finance and Street Committees. On suggestion of the Chair, a motion was made and adopted, to refer to Street Committee the advisability of laying a granolithic pavement on the north side of High street, from Dinwid- die to Court, and on the west side of Court street, from High to Queen; and to refer to Public Property Committee the advisability of removing fence around the court house building. Also, on sugE~stion of the Chair, a motion was made and adopted, to refer to Public Proper- ty Committee the advisability of remodeling the meat market and general cleaning of the vegetable market. On motion of ~r.-Heynolds, the attention of the Street Committee was called to oondit£on of iron grating at the-corner of Henry and ~irst s~reets; also to condition of drain pipe on Fifth street, between Jefferson and Fayette. Mr. Hall moved to refer to Light Committee to consider the advisability of installing a light in neighborhood of the boat house a~ Swimming. Point. The motion was adopted. Nr. Hawks moved to refer to the Stree~ Committee, the Seventh Ward Board and Finance Com- mittee the advisability of impro~ng~the roadway of Chestnut street, from South to Lincoln. The motion ~as adopted. Mr. Tyler moved ~o refer to Street Committee the advisability of paving the roadway o£ Jef- ferson street~ between Fourth and Sixth. The motion was adopted.. Mr. Heath moved to refer Zo Street Committee ~o provide a granolithic sidewalk on the south side of Queen street, from Effingham to Chestnut. The motion was adopted. ~&r. Brineon offered his resignation as a member of the Common Council from the Fourth Ward, and after several members had spoEen of his activity and usefulness to the body, on motion, the resignation was accepted with much regret. Whereupon, Nr. Cross moved that the body go into an election to fill the vacancy. The motion was adopted. He then nominated ~. L. Walker ~ofili the vacancy, and there being no other nominations~ he was elected and by th~ following vote: For--Corbitt, Hall, Benson~ Parrish~ Hanvey, Dewson, Heath~ Reynolds, Cross, Tyler, Hawks, Hutchins, Parker, Beisel, 14.
