<br />to the said Company~ which have ssemingl~ passed unnoticed, and as the ~City of Portsmouth has
<br />always acted fairlvwith the Virginia Railway and Power Company and has offered a franchise, for
<br />sa~e to doaole track Hzgh stz~et, tnereby ~lmevzng t~e conjes~ed co,.d~t~ons re~err~d ~ot and
<br />as.the Vmrgzn~a Raml~a~ and Power Company has refused to bmd on samd fr~.cnmse, or ~o o~r any
