Some months ago the Councils adopted plans for the erection of a "~uniciDa! Building,"
which plans included chairs for Councilmen in the Council Chamber arid these chairs to be fasten-
ed · o the floor permanently. Since the adoption of the plans, the Committee have been convinced
thab fastening of the chairs to the floor might prove of great inconvenience in the ~tttre and,
therefore, decided to recommend, and do recommend, an abandonment of the plan of fastening the
chairs and to use instead a movable chair, with the or0vision that the movable chair shall cost
no more than the original permanent chair, ~ _
