<br />
<br /> A request was read from the Sixth Ward Local Board for authority to make a note on the'Bond
<br />Fund available for its use, to amount of $3,500.00, for current expenses Of the BoardS said a-
<br />mount to be repaid by~the~Board in June 1915.
<br />Whereupon, Mr. Beisel offered the following resolution in connection therewith:
<br />"Resolved, That the Chairman of the Sixth Ward Local Board be instrhcted that, after
<br />February Il, 1913, all requests for f~nds from the City Council shall be considered and signed
<br />by all members of the Sixth Ward Improvement Board."
<br /> On motion, the resolution was adopted.
<br />
<br /> On mbtion,.the rules were suspended to hear from ~r. W. G. Parker~ Chairman of the=Board
<br />of Water Commissioners, in regard to making available appropriation of $15,000.00 to me~t ex-
<br />penses o~ said Commissioners. -
<br /> Mr. Parker spoke, explainihg the need Of the appropriation and claiming that the appropri-
<br />ation had be~n already made by Acts of the Legislature, by vote of the people, and by declara-
<br />tion of th~ Council.
<br /> After some disenss%on, of the matter, the appropriation was allowed and by the follow-
<br />ing vote:
<br /> Ayes-LHall, H~,uvey, Baker, Johnson, Heath, Reynolds, Cross, Withy, Tyler,
<br /> Hawks, Hutchins, 11.

<br /> ~r. Parker moved that'the Ordinance Committee consider the advisability of amending ordi-
<br />nance concerning members on'the Board of Health, so as to allow a member on said Board from each
<br />of the Wards in the City. The motion was adopted.
<br />
<br /> By the same, that the Ordinance Committee co~sider the advisability of amending ordinance
<br />relative to night soil tax for the Sixth Ward. The motion was adopted.

<br />The motion was adopted.

<br /> Mr. Baker moved that the 6etcher and Jury bill, to amount of $132.B0, for October, November
<br />and December 1912, and :Ja~.u~$ 1913, be allowed.
<br /> On motion, the bill was allowed and by the following vote:

<br /> Baker, Johnson, Heath, Reynolds, Cross, Withy, Tyler, Hawks, Hutchins, Parker,
<br /> Cooke, Beisel, 14.

<br /> On motion of ~r. Baker, the Public Property Committee was instructed to ascertain the cost
<br />of replacing the p~esent iron fence around the court house yard with stone coping, and of lay-
<br />ing granolithic walks therein.
<br />
<br /> .~r. Tyler moved to refer to Light Committee the advisability of a light at the corner of
<br />Middle and Columbia streets; and to refer to Street Cormmittee the advisability of a granolithic
<br />sidewalk on the west side of First street, between Wythe and Lincoln.
<br /> The motions were adopted.
<br />
<br /> On motion of Er. Reynolds, the advisability of spending ~50.00 to improve unsanitary con-
<br />dition of the City Jail was referred to Public Property Committee.
<br />
<br /> ~[r. Withy moved to refer to Finance Committee for appropriations to purchase a wagon and
<br />harness for the Almshouse, and to p~int the Almshouse building. The motion was adOpted.
<br />
<br /> Mr. Johnson moved to instruct the City ~]ngineer that when City sewer pipes are obstructed,
<br />he notify of the fact all householders effected by said obstruction. The motion wasadopted.
<br />
<br /> The Chairman of the Public Property Committee asked for authority to advertise for bids to
<br />supply the City Jail with 100 ~lankets and ~00 mattresses, and to advertise for bids to pipe
<br />.the .Jail.
<br /> On motion, the requests were granted, the appropriations therefor being referred to
<br />Finance Committee.
<br /> He asked aisc to have made available the ~,000.00 allowed in the."budget" for repairs
<br />to the City Market,-and the matter was referred to Finance Committee.
<br />
<br /> }~r. Cross asked to have made available the appropriation of $2,300.00 allowed in the "bud-
<br />get" for auto-patrol wagon.
<br /> Mr. Johnson, formerly a member of the Police Committee, said that the original proposition
<br />for the patrol wagon included steel tires for wheels of_same.
<br /> ~r. Cross replied that there was nothin~ said about steel tires in the bid of A. Wrenn &
<br />Sons~ Inc.
<br /> After some discussion of the matter, on motion of Mr. Hawks, the appropriation of
<br />$$,~O0.00 was sent back to the Police and Finance Committees jointly for consideration.
<br />
<br /> A resolution offered by ~r. Cooke that public school pupils be supplied with free books,
<br />was referred to the School Board.
<br />
<br /> The Chairman of the Police Committee asked for authority to advertise for bids to supply
<br />the police telephone service%~and~ the authority was granted.
<br />
<br /> On motion of Mr. Hawks, the City Attorney was instm~cted to proceed, without further de!a~
<br />to take such action as may be necessary to compel the Virginia Railway & Power Company to recon-
<br />struct its tracks on First street
