Common COUncil. <br /> Gentlemen:-- Your Street Committee respectfully reports here- <br /> <br />in concerning the following matters referred to the Joint Street Committee March 11-18 and Febru- <br /> <br />ary il, 19i~: <br /> <br />Referred by Common Council March llth. <br /> <br />Advisability of ~stablishing a public dock. Progress as to same.' <br /> <br /> A petition of th~ Bank of T~dewater, ~nc., to ~unnel under the sidewalk on south side of <br />High street, between Middle and Crawford. <br /> It is recommended that the Bank of Tidewater, Inc., be permitted to construct such <br />tunnel under supervision of the City Engineer, subject to the same conditions as were recently <br />allowed to Norman C~seell for a tunnel in front of his Law Building on Highsireet. <br /> <br /> A request of the Retail Merchants' Association that the Virginia Railway & Power Co. be <br />gra~ted permission to erect a s~all freight depot at the foot of High street. Progress. <br /> <br />Referred by Board of Aldermen March 18th. <br /> <br />Advisability of paving Cooke street in Park View, and of extending Cooke street to High. <br /> Progress. <br /> <br />Attention c~lled to condition of the West Park View bridge.~ <br /> We report that the bridge is new.being repaired by the City'Engineer. <br /> <br /> Attention called to condition of Green street, from North tc High, and at the corner of <br />Chestnut and County streets. <br /> We report that ~hese conditions are being attemded to. <br /> <br />Re~erre~ by Oommon Council February lith. <br /> <br /> AuthoriZed to advertise for bids for culverts or pipes, to take the place of the Cat Hole <br />Bridge~ Swimming Point Bridge, and also through the extension of Dinwiddie street, between Scott <br />street and Race avenue. <br /> Advertisements for work at these loc~tions will bemade as soon as practicable. <br /> <br /> Advisability of a granolith~c sidewalk on the west~ side of First street, between Wythe and <br />Lincoln. Progress. <br /> <br /> Bills of the Virginia Railway& Power Company to amount <br />the incinerator~ <br /> The City Engineer has approvgd of these bitle~and, <br />they be paid. <br /> <br />of ~5.50; <br />therefore, <br /> <br />for lights furnished at <br />it is recommended that <br /> <br /> Recommitted. An appropriation of-$S40.00 for paving sidewalks of Chestnut street, from <br />High to King. <br /> The appropriation for this paving was made available in Ma~ch, and the work has. been <br />done. <br /> <br /> Certain bids for permanent improvements on High street in the Sixth Ward. <br /> . We have examined the ~everaLbids for the work and find the lowest approved estimate <br />for ~am~ tO be $60~90.00, but net proceeds from the Sixth Ward Bond Issue is only $~8,~44.40, <br />leavzng a balance of $E,045.60. <br /> It is recommended that award be made to F. J. McGuire to do the entire work, at $60, <br />Ego.o0, provided ~he ~inance Committee can arrange for the additional $E,045.60 for the Sixth <br />Ward. <br /> And in this correction, it is recommended that the following proposition made to the <br />Virginia Mai~waY & Power Company and accepted by sai~ Company, be adopted: <br /> <br />THE PROPOSITION. <br /> <br /> "First. The Virginia. Railway & Power Co. to be granted a franchise for an extra track on <br />High Street from its present doUble tracks to the City limits near the Belt Line Ry. This fran- <br />chise to expire when the franchise for She other tracks which you now halve in High Street shall <br />expire, and to be subject to the terms and conditions of the other franchises in th~ City of Port <br />smouth. <br /> "SecOnd. The right of way. occupied by your Company in the center of the street to be fill- <br />ed to level~of the pavemen~ and flush with the top of your rails with properly graded stone, so <br />as to be readily driven across at any point, and this ~oadway to be ke~t mn good condition at all <br />times. <br /> "Thir C~mpany is to pay for a granite curbing around'your right of way, which is to <br />be a suppo pavement which the City will lay up against the same. <br /> Oompany to pave across yo~r right of way at all street~intersections and keep <br />the repair. · <br /> <br /> "Fi: case your Company should fail to keep ~he intersections paved with concrete and <br />in good co~dition and should fail to keep your right of way properly filled with crushed stone, <br />She ~ to be done by the City after giving thirt~days notice to your Company~ an~ <br />the to pay the expense thereof. <br /> hall be allowed a period of five years from date of the franchise <br />which to ~raight and place a double track at the junction of Effinghamand~High <br />Streets.
