<br /> "After a conference with the City Attorney i~ relation to the ninth-sec-
<br />tion of ~he matters adopted by the two branches of City Council Nay I$-~0 and Na~ch ll, 191~,
<br />! have returned them to you with my approval.
<br /> "We are of the opinion that the City is primarily responsible for all ~ills. The admission
<br />of the Sixth and Seventh ~ards by the City guarsLuteed certain utilities; among them was fire
<br />protection. In order to carry out this agreement, fire plugs with adequate water supply was
<br />necessary. This I tak~e is a self-evident proposition. To my mind, therefore, the only Questi-on
<br />at issu~ as to the citrics liabiiitE for rent of the~fire hNdrants is in the use of the water
<br />for fires alone, and for no other ~urooses.
