<br /> A request of the Board of Health for a special appropriation of $100.00 to cover expense
<br />of general lot inspection now going on, was referred to Finance Committee.

<br /> A petition was read from the ~rgmn~a Railway & Poger Company to be allowed to put neat
<br />round creosoted poles in place of octagon shaped poles on the streets, and said petition was
<br />referred to the Street Committee.

<br /> A petition was read from the Portsmouth Hook & Ladder Co. No. I to use the playground from
<br />September 8-13th, inclusive, for holding a earnivat~ and also that said Company be exemp~ from
<br />paying a license tax for same.

<br /> A commr~nication was read from H~ B~ Wilkins calling attention to bad drainage at Di~widdie
<br />and Griffin streets~ and also on Griffin s~reet, between Dinwiddie and Washington.
<br /> On motion, the communication was referred to Street Committee.
<br /> A request o~ the School Board for the balance ~n its Budget for maintenance of Public
<br />Schools was referred to the Finance Committee.
<br />
<br /> A communication ~as~reeeived from sundry parties calling attention to condition of ~rain-
<br />age on Richmond aveDue, between Columbia and little South streets; and on South street in the
<br />Seventh Ward, between Godwin street and First avenue.
<br /> On motion, the communication was referred to the Seventh Ward Local Board.
<br />
<br /> A communication fr'om the Trustees of Corey Memorial Institute calling attention to a "de-
<br />pression'' fronting on Second avenue, between Queen and London streets~ was referred to the Sixth
<br />Ward Local Board.
<br />
<br /> A request was read from the Virginia Railway & Power Company for permission to open side-
<br />walk On north side of North street~ between Hunter's lane and northeast corner of Dinwiddie and
<br />North; and said request was referred to the Street Committee.
<br />
<br /> A petition from WL M. Jones to be allowed to place on the sidewalk in front of his store
<br />No. 6~0 High street, an electric light l~mp post and gasoline oil pump combined, was referred
<br />to the Street~'~ Committee.
<br />
<br /> A communi~ation was received from Marry A. Brinkley, Captain of Grimes Battery, enclosing
<br />a letter from the Adjutant General of Virginia, in regard to condition of Grimes Battery and the
<br />necessity of improving the same.
<br /> After explanation by the Chairman of the Finance Committee that his Committee could
<br />not make the appropriation asked for, because of the financial condition of the City, however
<br />willing the Committee might ~e to make the appropriation, on motion of Mr. Parker it was ord~r-
<br />ed that a statement of the Fznance Committee in regard to financial condition of the City be
<br />sent to the Captain of said Battery.
<br />
<br /> A statement of the Clerk of Oour~ of receipt forms for fines from January let to June
<br />was referred to the Auditor.
<br />
<br /> Mr. Tyler offered the following resolution:
<br /> "Whereas~ There has been an unreasonable de-
<br />lay in the paving of First street, and
<br /> Whereas, sai~ street has been in an almost impassible condition for the past two years,
<br />and as a result thereof two suits for damages against the City have been entered in the courts
<br />and one cAa~m pendmng befor~ the City Counc~As~
<br /> Therefore~Be It Resolved, That the City Clerk be instructed to notify the contractors t.~aat
<br />the tkree partmes involved begin work within ten days after the adoption of this resolution and
<br />prosecute said work to its completion, and
<br /> Be It Further Resolved, That in the event the Seaboard Air Line Railway fails to begin wo~k
<br />within the time herein eet forth~ the Stree~ Committee of the City Councils he, and are hereby
<br />empowered to remove the tracks of said Company from the street and pave the portion of street
<br />occupied by s~me."
<br /> On mo~ion, the resoiutmon was adopted, Mr. Hawks voting No.
<br />
<br /> On motion of Mr. Hawks, the advisability of an ordinance fixing a charge for opening un-
<br />paved streets was referred to Street Committee.
