<br />in the ~ity of Portsmouth," has been passed by the Counoil of tha City of Portsmouth and approv-
<br />ed by ~the Hayer. and published once a week for four successive weeks in the Portsmouth Star, a
<br />newspaper publzshe.d in the ¢zty of Portsmouth, which sai.d advertisement invited bids for the
<br />franchise, stating that the said bids were to be in writdng and delivered ~o the presiding of-
<br />ficer of the Co~on COuncil in open session at a meeting to be held on the 8th day cf July,
<br />at eight o'clock P.
<br /> ~D~RE~i8 at said meeting the Virginia Railway and Power Company present6d its bid in
<br />writing and delivered the san~e to the presiding officer of the Con, men Counc.ii in open session,
<br />bidding the .sum offFive Dollars for the franchise covered by said proposed ordinance;

<br /> ~ANDWHEREAS aaid bid was read aloud at sa-id meeting

<br /> "AND WHEREAS the said bid was referred to the Street Committee, which Committee reported

<br />ordinance as. advertised as aforesaid be enacted with the insertion therein of the name of the

<br /> The report having been read, the ordinance in regard to workmen in the City Cemeteries was
<br />ordered to lie on the table until next regular meeting of the body.
<br /> On motion, the rules were suspended and the ordinance in regard to the employment of a re-
<br />gular patrolman as Desk Sergeant and the supplementary ordinance governing ~hejgrant~of a fran~
<br />chisel-to the Virginia Railway & Power Co. for layzng tracks on upper High street, were adopted
<br />and by ~he following vote, the vote being the same for each recommended ordinance:

<br />Gentlemen:-~ Your Committee ap~

<br />pointed gay mOth and June lOth, -1915, to consider a plan for redistricting the City, as provided
<br />by law-., and to make recommendation of same to the Councils as soon as practicable~, respectfully
<br />report., that they have given much time and attention to the mat~er and recommend therefor:
<br />
<br /> First: That the City be divided into. six (6) districts to be bound about as follows, and
<br />described as shown by accompanying map (description not recorded her as the whole matter bf re-
<br />districting was referred to the Ordinance Committee as stated below).
<br />
<br /> Second: It is recommended, moreover, that instead cf numbers for the said six (6) districts,
<br />they be named as follows: the first district. Jefferson Ward$ the second district, Jackson Ward;
<br />the third aistrict, Eadison Ward; the fourth dzstrict, Park Ward, ~he fifth district, Washzng~on
<br />Ward; and the sixth district, Prentis Ward; respectively.
<br />
<br /> Third: It is further recommended that each of said districts or wards shall be represented
<br />on the City Council by two members from the Common Cotmcil and one from the Board of Aldermen.
<br />
<br /> Fourth: It is further recommended that each of said oouncilmsn shall receive such compen~
<br />sation for ~is~ services as may be de~erm~nec by the two branches of Cotnucil.
<br />
<br />Fifth: And it is further recommended that, should said plan for redistricting the City be
<br />adopted~by the Councils, the City Engineer be instructed to prepare a map of such districts, as
<br />pro~ide~ ~y law for saree.
