<br /> on High~ Street any furth.er than Sixth Ave. I als? talked with ~SLr. E. B. Hawks, Chairman of the
<br /> Street Committee and he znforms me that the ~ouncll and the ~oa~d of'Aldermen have passed reso-
<br /> lutions to not pave High Street any further than Sixth Ave, ~util the Virginia Railway & Power
<br /> Company and the Seaboard Air Line Railroad Co. have re-arranged their tracks on High Street~be-
<br /> tween Chestnut and Cooke Streets.
<br /> "We will have the concrete base to and across Sixth Ave. in the next two or three days. We
<br />have a little grading to do on the szd?wal~s above Szxoh Av¥., wnz~h wzll take us three or ~our
<br />days. This will then complete our work between Cooke and Smxth Avenue with the exceptien of put-
<br />ting on the top.
<br /> "in our ooinion, the work between Chestnut and Cooke Streets of the Railway Compa~uies will
<br />make it impossible to do that paving for a considerable time as there is a great deal of work to
<br />be done by the Railway Companies in those two blocks. A considerable special work will have to
<br />be installed, which takes time to get.
<br /> "Therefore, we will consider our work on ~igh Street finished when we have completed to and
<br />across Sixth Ave., and will be forced to ~emove our plant smd outfit t.o other work.
<br /> "~en you and the Council of Portsmouth have considered this mattes, you will see that it
<br />is impossible for us to hold this plant ~_ud outfit indefinitely to finish what work you may some-
<br />time make satisfactory arrangements to do.
<br /> "We have had material placed to finish work from Sixth to Ninth Aves., and it is going to
<br />i~cur some expense for moving same. Unless we can get from y,~r city in w~iting a definite ar-
<br />rangement, we will render a bill when we have finished the work as previously noted, and will be
<br />glad t~o take up the finishing of the balance of it with you at such time as you ars in position
<br />to mmake definite a~rangemsnts and time for doing it.
