<br /> A communication was read from the Board of Health, in which it called attention to drainage
<br />t~h~.ough p~operty bounded by Green, ~ffingham, Lincoln and Henry streets; requested an appropri-
<br />atzon of $~50.00 to erect a Detention House for contagious diseases; and requested an appropri-
<br />ation to allow the atopointment of an-Assistant Sanitary Inspector.
<br /> On motion, the matter of drainage was referred to Street Committee, and the requested
<br />appropriations for a Detention House and an Assistant Sanitary Inspector were referred ko the
<br />Finance Committee.

<br /> A communication was received from the Secretary of League of ~irgini~ ~unicipaiitiee, =e-
<br />questing the Council to send a representative to a called meeting of the League in Richmond Jan-
<br />uary ~1, 1914, to consider and act on t~he renort of the Committee on Legislation.
<br /> .0n motzon o. Nr. Hall, ~..~m. Hedges Baker was appointed as a ~eiegate to this meet-.~
<br />ing~ ~and $15.00 was allowed to pay hms expenses.
<br /> In this connection, Er. Baker stated that he had been appointed a delegate some time
<br />since to a Convention in Richmond to discuss and formulate .plans for improved City government,.
<br />and an appropriation of $1~.00 had been allowed for his expenses; but he could not attend this
<br />convention nor could he obtain a substitute, and the money was~ therefore, not used.
<br />
<br /> A request was read from the Park View ~ire Company for permission to use. the playground
<br /> at corner of Wythe and Third street~ the latter part ~of Nay to hold a carnival, and aisc to be
<br /> exempted from payment of a license tax on same.
<br /> On motion of Nr. Tyler, the request was ord~ered to lie on the table until the ?inance
<br /> Committee reports its Budget of 1914.
<br /> A communication was read from the City Clerk of Richmon.d requesting the Councils of Ports-
<br />mouth to adopt the following resolution:
<br /> ~Be it Resolved, That the Common Council~ will co-ope-
<br />rate with the commercial bodies of this City to secure the nomination of Richmond as the loca-
<br />tion. for o~e of the Federal Reserve Banks, :believing that its banking capita. 1 and surplt~s, its
<br />geographical position and its railroad connections entitle it to such consideration; and ~hat
<br />our United States Senators and Representatives in Congress and every Councilman and City Offi-
<br />cial of Richmond are hereby requested and u~ged to do everything in their power to have Richmond
<br />appointed. ~
<br /> On motion, said resolution was adopted.
<br />
<br /> The. Sixth ~'a~d Local Board advised that after January be neeessax~y to provide
<br /> another place for holding its meetings and toques it' to make neces-
<br /> sary arrangements to rent suitable quarters and install n~Cessary furniture and fixtures therein.
<br /> N~r. Beisel moved that the request be granted, but on suggestion' of Er. Hall, the Sixth
<br />Ward Board was instructed to ascertain if the trustees of Union ~ire Hall will give consent to
<br />use of said hall for meetings of the Board.

<br /> The oath of office of ~. E. Calvert, Deputy City Collector, was presented~ and was ordered
<br /> to file.
<br />
<br /> Mr. Tyler~ moved that the body go into an election to fill a vacancy on the same from the
<br />Fourth ~ard. The motion was adopted.
<br /> Whereupon, Nr. Albert Lassite~ was put in nomination and there being no othe~r h0mina-
<br />tions, he was elected and by the following vote:

<br />offices in the ~rry building, besides having the inconvenience of offices ther~and he moved
<br />that the Public Property Committee be instructe~d to co~$ider .the advis.a.biiity o~ fitting up tem-
<br />porary offices in the Courthouse basement rogms.or in the Armietead Buziding, for offices for
<br />the City Treasurer, City Collector, and ~ommz~siener of Revenue.
<br /> The motion was adopted.

<br /> Mr. Hall stated t-hat the Bank of Tidewater has a desirable ls~vge s~fe for sale and he moved
<br />that the Public Property Committee consider the advisability of purchasing s~ch safe fo= the use
<br />of Ci'ty. Officers. The motion was adopted.
<br />
<br /> Er. Hall stated also that the C~ty Oolleetor is in need of a cabine~ for his office.and he
<br />moved that the Finance Committee be instructed to provide an apprppriation, not in excess of
<br />$17B.00, to purchase such cabinet. The motion ~as adopted.

<br /> ~r. Baker stated that he wished to renew his proposition suggested undar report of the 0=-
<br />dinanoe Committee, namely~ that Section 498 of the 0~dinanoee be further amended se as to in-
<br />elude in duties of She License Inspector the coilectlDn of delinquent persona2 property tax, for
<br />which he shall be entitled to a commission on all such taxes collected by him.
<br /> On motion~ the matter ~s referred to Ordinance Committee.
<br />
<br /> k~. Johnson wished to know from the Chairman of the Ordinance Committee what shape the Se-
<br />gregation ordinance is in.
<br /> The Chairman replied that the matter was nat completed, inasmuch as his Committee was
<br />trying to have the numbered houses placed in their respective Wards.
<br />
<br /> Mr. Whit. e said he thought something 'should be 'done to improve ~the roadway of Cr.a-~Tord street,
<br />and suggestea that such improvement might be~ d~ohe cheap b~ using a ~op dressing for mt, such as
<br />was used in the paving of up,ocr High~ street.
