<br /> A report from Mr. Baker, delegate appointed to attend a called meeting of the League of
<br />Virginia ~nicipalities in R~Chmond~'.January el?t, was read, adopted, and ordered to file.
<br /> In this connection, the following resolution was adopted also:
<br /> "Resolved, That this body
<br />does hereby approve and endorse a bill entitled, "A Bill to provide for a change in the form
<br />of government of cities having a population of less than 100,000 and of towns, and to provide
<br />in what manner such cities and towns may adopt such form of government." which bill has been
<br />i-ntroduced in both the House and Senate, and that we do further request each of the representa-
<br />tives from this City in the Legislature to do whatever may be necessary to ensure its passage.
<br /> "Resolved further, That a copy of this resolution be forthwith mailed to the Hon. J. Davis
<br />Reed and ~he Hon. S. ~. ~ontague, the City's representatives in the House and Senate, respective-
<br />ly, sund that a copy be also s~t to 'each of the patrons of the bill."
<br />
<br /> The Clerk was instructed to write to the Hon. J. Davis Reed and thank him for keeping the
<br />Council posted in regard to the "Police Justice Bill" and other bills in which the City is con-
<br />cerned.

<br /> A communication was received from the Board of Health asking permission to have constructed
<br />a detention house for con~agmous diseases on the south side of County street, between Water and
<br />Crawford.
<br /> Dr. Brooks was present and~ under suspension of the rules, ~e explained the necessity
<br />for building the detention.house and in the place named by t~e Boari of Health.
<br /> Whereupon, Mr. ~Hanvey moved that the recf~est of the Board be granted. Mr. Hawks~ to
<br />amend~that the Public Property Comm~ttee~ with the Mayor and City Attorney, take up the matter
<br />with power to act.
<br /> The matter was~ discussed, and the amendment by Mr. Hawks was ~efeat~d.by~ ~ an aye and
<br />nay vote of 8 to 6~ and. Mr. Hanvey's motion was lost by the same vote.

<br /> Then the motion was adopted.

<br />Mr. Baker moved to refer to Water Committee, with City Attorney, matter~of la.~kLof~ water_preS-
<br />in upper stories of the Commercial Building and rooms of the Retail Merchants' Aesocia%ion.
<br /> The motion was adopted.

<br /> _An application of C.A. Bridimg f~r one-half of fine of $75.00, as informer in case of L. N.
<br />Goodman for violation of the License Tax Bill~ was referred to Finance Committee.
<br />
<br />: A petition of W. H. Taylor, .Sales Manager of the Prentis Park Corporation, that the City
<br />fill up Duke street, between Eff~ngh~m and Green,.was referred to the Seventh~ Ward Board.
<br />
<br /> A cSmmunication was received from the City Engineer, asking for an appropriation of $175.00
<br />to repal~ walkways of the West Park View Bridge, and said communication was referred to the Fi-
<br />nance Committee.

<br /> The resignation of H. H. Parker as a member of the body fr~m Sixth
<br />on motion of Mr. Hall, was accepted with regret and with appreciation for his public service.
<br />
<br /> On motion of Mr. Johnson, the advisability of repairing Effingham street south of County,
<br />was referred to Street Committee. '
<br />
<br /> On motion of Er. Hanvey~ the advisability of a light at the corner of Dinwiddie and King
<br />streets was referred to the Light Committee.
<br />
<br /> On motion of Mr. C~oss, the advisability of a light at the corner of Wright and Randolph
<br />streets, or Wright and Henry streets, was referred to the Light Committee.
<br />
<br /> 'The.re~nation of Wm. Hodges Baker as a me~ber of the body from the Second Ward was read
<br />and, on motion, was accepted with regret and wish appreciation for his public service.~
<br /> Whereupon, Mr. ~awks moved that the body go into election to fill the vacancy caused
<br />by the resignation of ~tr. Baker. The motion was~adopted.
<br /> Then Mr. Joe. S. Moore was nominated, and Shore being no other nominations, he was
<br />elected and by the following vote:
