September 27, 1994 <br /> <br /> "AN 0RDIN,A~N~.AUTH~RiZ[NG A GUARANTY AGREEMENT WHEREBY THE <br />CITY OF PORTSMOUTH WILL GUARANTEE22% OF NOT TO EXCEED <br />$4,000,000 HAMPTON ROADS REGIONAL JAIL AUTHORITY VARIABLE RATE <br />BOND ANTICIPATION GUARANTEED LINE OF CREDIT NOTE, SERIES 1994 <br />.(TIDEWATER REGIONAL JAIL PROJECT)." <br /> <br />Ayes: Hawks, Martin, Pitts, Robinett <br />Nays: Clemons, Griffin <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Pitts, to adopt <br />the motion to enter into a Guaranty Agreement with the <br />participating jurisdictions of the Hampton Roads Regional Jail <br />Authority, and was adopted by the following vote: <br /> <br />Ayes: Hawks, Martin, Pitts, Robinett <br />Nays: Clemons, Griffin <br /> <br />94-380 Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $73,000 from the Capital <br />Improvements Fund for the Children's Museum. <br /> <br /> "The City has received $1,363,000 in private pledges for <br />the Children's Museum of Virginia and $73,000 of these pledges <br />have not been appropriated. The Planetarium Director has <br />requested $33,000 of these pledges be made availabls for <br />additional equipment to properly operate the planetarium. The <br />Museum Director has also requested an additional $40,000 for the <br />required furnishings and equipment to open and operate the <br />museum (i.e. orientation room bleachers, furniture, and <br />computerized ticket facilities, etc.) <br /> <br /> The Director of Public Works recommends that $73,000 be <br />appropriated for these items from the Capital Improvements Fund. <br />I concur with the Director of Public Works and, with your <br />approval of this item, the balance in the Capital Improvements <br />Fund will be $9,809,991." <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Hawks, to adopt <br />the following ordinance, and was adopted by the following vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $73,000.00 FROM THE CAPITAL <br />IMPROVEMENTS FI/RD FOR ADDITIONAL PLANETARIUM EQUIPMENT AND COSTS <br />ASSOCIATED WITH THE OPENING AND OPERATION OF THE CHILDREN'S <br />MUSEUM OF VIRGINIA." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett <br />Nays: None <br /> <br />94-381 - Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $35,000 from the Capital <br />Improvemen=s Fund for drainage and street improvements in the <br />Simonsdale area, and a motion awarding a design contract to <br />Woolpert in the amount of $65,000. <br /> <br /> "Funds are identified in the 1993-94 Capital Improvement <br />Plan for drainage and street improvements in the Simonsdale <br />area. The first phase of this project will be improvements to <br />East and West Roberts Court. <br /> <br /> At this time, it is necessary to award the contract for <br />preparation of the construction plans to Woolpert, the firm <br />selected through the public procurement process. The Director <br />of Public Works recommends award of the design contract to <br />Woolpert in the amoun= of $65,000 from funds previously <br />appropriated. Further, an appropriation of $35,000 for future <br />design work is needed at this time to continue our efforts for <br />the planned improvements in Simonsdale. <br /> <br /> <br />
