<br /> To g~ant a petition of the Portsmouth Machine Works to install and operate a sidewalk gas-
<br />oline tank and pump to garage now in course of erection at the northeast corner of ~iddle and
<br />Columbia streets, provided the work be done under the supervision of the City Engineer and Chief
<br />of the Fir& Department snd to their approval.
<br /> To transfer to J. H. Beiote contract of ~. C. Brinkley to supply the Almshouse with rations
<br />for the remainder of the year 1@i5.
<br /> To authorize the T~easurer to renew notes to amount of $P~8~164.49, falling due in May, 1915.
<br /> To authorize the Street Committee to fix a price for the City steam roller and to sell the

<br /> To authorize the Finance Committee to arrange a note to the P. B. & S. Water Co. for amount

<br /> To authorize the City Attorney to take an appeal to the Court of Appeals in the case of El-

<br /> The regular reports of Officers for the month of April, 1915, were presented and were or-
<br />dered to take the usual c~urse.

<br /> The following opinion was read from the City Attorney "as to rights of the City to use the
<br />north end of Middle street for ? public dock." said opinion having been requested April
<br />upon recommendation of the Ferrzes & Public Docks Committee:

<br />dock,,, I beg to say that the City csn not do so.
<br /> "The court in the suit of E. V. ~hite and others against the Seaboard and Roanoke R. R. Co.
<br />and others, Judge Prentis presiding, decided that the City had no riparian rights in the ends
<br />of the streets running into Crawford's Bay, but that the City had only an easement in said
<br /> treets~ anG that M~ddle street, s~xty feet w~de, extended from ~ts ~ntersectlon w~th North
<br />street due north 8B~.B feet. This, of course, would give the City no access of egress for w~rf
<br />purposes."
