thereafter, successors are to be chosen for terms of three years, and with the further proviso
that all incumbents shall hold over until their successors are named and qualified."
Sections of the License Tax Ordinance for 1915-16 agreed, to by the two branches of Council
May ll-18th, except "A flat tax of $~5.00 on private automobiles."
And his disapproval of the following matters adopted by two branches of City Council Nay
!l-18th, 1915:
To refer to Sewerage Committee, with power to act, necessity for.sewering Griffin s~reet.
"Each private automobile, a flat tax of $5.00." (License Ta~ 0rdznance)..

Giving the following reasons therefor:
"My reason for vetoing your act in sending to the
"Sewerage Comlnittee. with power to' act, necessity for sewering Griffin street,." is that I can
not approve any leg~slation~that carries with it any expenditure of public monmes unless the a-
mount is~ specified. While I am in favor of the contemplated improvement, my approval is. con-
ditioned .on the cost of the same. Tour failure to name the amount necessary to promote this
work was the cause of my withholding .m.y approval.
"In relation to the flat tax of $5.00 on every private automobile, my disapproval Of this
tax is based on the fact that automobiles are tangible personal p~.operty easily value~d and ~-
~ and l~eated and pay a personal _property tax to th? C.ity of $1.?0 0n_t.h.e .hundr~e.a ~doll~ars,
and therefore, should not be made tO pay ase. oond tax ?mmpl. y. on aoc?un~ cz mnezr m.e~noa o.~'~ p~.o-
pulsion. The gas driven vehicle has superseaed the horse c~vzven venieze in a grea~ many ~.ns~an-
cee and is used for the same purpose for which the. horse driven ~ehiele is used.
"In my opinion, there is no Just =ea~son why the additional tax should be imposed and the
horse d_riven vehicle used for private purposes is ~ot taxed.
