Motion by Mr. Martin, and seconded by Mr. Griffin, to concur with the recommendation of the Planning Commission that CA-94-12 be approved on first reading, and was adopted by a vote of 6-1 (Clemons). (f) CA-94-15 CITY CODE AMENDMENT Proposal to amend Section 40 of the City Code, Zoning Ordinance, to allow car wash and quick lube establisb~nents with a use permit in the Commercial C-1 zoning district. Robert Lawrence, 245 Beacon Road, representing Highland Biltmore Civic League, spoke in opposition to the code amendment. Robert Salas, 213 Beacon Road, spoke in opposition to the code amendment. Jerry Pruitt, 221 Beacon Road, spoke in opposition to the code amendment. Motion by Mr. Pitts, and seconded by Mr. Hawks, to defer CA-94-15 to the regular meeting on October 25, 1994. Substitute motion by Mr. Clemons, and seconded by Mr. Robinett, to deny CA-94-15, and was adopted by the following vote: Ayes: Clemons, Griffin, Martin, Pitts, Robinett, Webb Nays: Hawks (g) CA-94-16 CITY CODE AMENDMENT - Proposal to amend Table 40-44.1, Dimensional Requirements: Residential Zoning Districts of the Zoning Ordinance to increase the minimum lot width in Residential RS-75 to 70 feet and in Residential RS-60 to 60 feet. Motion by Mr. Hawks, and seconded by Mr. Pitts, to concur with the recommendation of the Planning Conu~ission that CA-94-16 be approved on first reading, and was adopted by a vote of 5-1-1 (Robinett) Mr. Griffin abstained due to property ownership (h) CA-94-17 CITY COD~AMENDMENT - Amendment to the Zoning Ordinance (Chapter 40) requested by the City of Portsmouth to modify the uses permitted in the Commerce Park (CP) zoning district. Motion by Mr. Robinett, and seconded by Mr. Clemons, to concur with the recommendation of the Planning Commission that CA-94-17 be approved on first reading, and was adopted by unanimous vote.
