{October 10~ 5994 <br /> <br /> At the Public Hearing.~eeting or.the City Council held on <br />Monday, October 10, 1994, t~ere were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, James C. Hawks, James T. Martin, Cameron C. <br />Pitts, P. Ward Robinett, Jr., V. Wayne Orton, City Manager, <br />Stuart E. Katz, City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which <br />was followed by the Pledge of Allegiance to the Flag. <br /> <br /> The Mayor called the meeting to order and welcomed all in <br />attendance. <br /> <br />94-398 - Public Hearing on rezoning, group housing permit, use <br />permit applications and a code amendment: <br /> <br />(a) Z-94-07 <br /> <br />CHURCHLAND NEIGHBOP~HOOD Application of River <br />Pointe Associates to modify the property's <br />conditional zoning to allow development of <br />townhomes on property located south and east of <br />River Pointe Drive. <br /> <br />William E. Uebelhoer, 3143 Magic Hollow Blvd., was available <br />for questions. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Pitts, to <br />concur with the recommendation of the Planning Commission that <br />Z-94-07 be approved on first reading, and was adopted by <br />unanimous vote. <br /> <br />(b) GHP- 94- 03 <br /> <br />CHURCHLAND NEIGHBORHOOD - Group housing project <br />application of River Pointe Associates for <br />townhome development on property located south <br />and east of River Pointe. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Robinett, to <br />concur with the recommendation of the Planning Commission that <br />Z-94-07 be approved on first reading, and was adopted by <br />unanimous vote. <br /> <br />(c) Z-94-08 <br /> <br />PRENTIS PARK NEIGHBORHOOD - Rezoning application <br />of James Bazemore to rezone property at 1513 <br />Columbus Avenue from Residential Single-Family <br />RS-60 to Industrial M-2. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Griffin, <br />defer Z-94-08 to the Public Hearing meeting of November 7, <br />1994, and was adopted by unanimous vote. <br /> <br />to <br /> <br />(d) UP-94-13 <br /> <br />HODGES MANOR NEIGHBORHOOD - Use permit <br />application of the Girls Inc. Center for Youth <br />of South Hampton Roads to use 5815-5851-5901 <br />Portsmouth Boulevard for a youth center. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Clemons, to <br />concur with the recommendation of the Planning Commission that <br />UP-94-13 be approved with the condition that the property be <br />tax exempt, that condition No. 9 by the Planning Commission be <br />deleted, and that condition No. 7 include the words "to the <br />fullest extent possible" at the end of the sentence". <br /> <br /> Motion by Mr. Hawks to amend the main motion, and seconded <br />by Mr. Pitts, to include condition No. 9 by the Planning <br />Commission and to include a westbound turn lane at the expense <br />of the applicant, and was defeated by a vote of 3-4 (Griffin, <br />Mar~in~ Robinett, Webb). <br /> <br /> <br />
