City Council, <br /> City. <br /> "Gentlemen:-- '- <br />"The C~cil, in instructing the 00mmissioner of Revanue to put on the Sixth <br />and Seventh ~ards the additional tax allowed by the law for the year 1914, did not say what a- <br />· mount of tax was to be so imposed, but, bel~eving~that it waz intended to impose on said Wards~ <br />the whole amount of taxallowed, I have instructed the Commissioner of Revenue t9 fix such tax. <br /> "Very truly, <br /> "F. Hope, Mayor." <br /> <br /> Mr. Langhorne moved that the Commissions= of Revenue be instructed to assess the addition- <br />al tax of 182 on the Sixth and ~venth Wards on and after the ZEnd day of March, 1914. <br /> The motion was adopted. <br /> <br /> Communications between the Mayor and the Superintendent of the Portsmouth, Berkley & Suf- <br />folk Water ~ompany concerning failure of said mCompany to give sufficient water pressure during <br />the recent'~'~ld spells were referred to the Water Committee~and the oimy Attorney. <br /> The Mayor re~urned~alsohis approval of the following matters adopted by the two branches <br />of City Council February l?-E6th, A~d~March 6-10th, 1914: <br /> To pay a bill 9f F. J. McGuire to amount of $1~,588.19, fo~ ~alance due for work done on <br />upper High street, $1Z~5~i. ZE of, said amount to be allowed from S~xth ~ard Bond Issue and the <br />balance to be advanced by the City to the Sixth Ward. <br /> To~ authorize the Treasurer to renew-not~s to amount of $149, E00.00 due in several City banks <br />in March, 1914. <br /> To allow the Park View Fire Company to use the playground for holding a carnival the latter <br />part of May, and to exempt said Company from paFment of a license tax on same; provided, t~hat <br />the right be surrendered if the City shouldneed the playground before the Carni~al~s to ce held. <br /> A~ Ordinance to Amend and Re-ordain Section EZ5 cf the Ordinances of the City wzth Rmference <br />to the Police Foroe and Fixing the Compensatzon of the Officers and Members of said Force, and <br />to Repeal All Ordinances in Conflict Herewith. <br /> To rescind previous action in authorizing the Treasurer to bo~ow $~,0~6.87 for pa.D3, en~ Of <br />balan~ero~ upper High street, said amount ~o. be repaid ~y.the ~th ~rd; and to au~Orlmze <br />the b°rrowi~g of $$,10~.95 for the purpose,~ sazd amount znczuaing <br /> <br /> Seventh. Reports of Officers and other unfinished business. <br /> <br /> The regular reports of Officers Eo~ the. month of February, 1~14, were presented and were <br />dered to take the usual course. <br /> <br /> The Auditor reported that he had not audited bill of I. C. Brinktey for supplying the Alms- <br />house with provisions for February, 1914,.because the price of soap did not §gree with the cent <br />tract price; and also that he had not audited Sixth Ward bills-to amount of $376.3~, because cz <br />lack of funds. <br /> The report of Sixth Ward bills held up w~s referre~ to .the Finance Committee; and Mr. <br />Davis said that as it is only a question ~n Mr. Brinkley's bmll a~%~o soap furnished, he would <br />move that the bill be paid. C. W.
