<br /> Gentlemen:-- Your joint Finance an~ Auditing Com-
<br />
<br /> mittees respectfully reports herein concerning the following matter referred to them December
<br />
<br /> 16, 1913:
<br /> Referred by Board of Aldermen December 16th.
<br />
<br /> To consider a revision of the manner in which bills against the City are handled.
<br /> Having considered this matter as well as time and opportunity afforded, it is desired
<br /> to recommend that:
<br /> All supplies furnished the City of Portsmouth and all repair work shall be
<br />by bid~ from two or more dealers or firms, and awards for same shall be made to the lowest re-
<br />sponsible bidder.
<br /> Requisition shall be made for supplies and repairs with the pr~es of each article written
<br />in ink, and the said requisitions shall be sm°ned by the Chairman and Vice-Chairman cf the Com-
<br />mittee having supervision of the Department for~which the same are intended.
<br /> Bills for supplies amd repairs shall be made on sheets attached permanently to the requi-
<br />sitions like the form presented, said sheets to be supplied by the City, and~ to be forwarded
<br />to the head of the Dep~tment needing such supplies, who shall examine and approve the same as
<br />to quality and quantity and forward them to the City Clerk, who, in turn, shall forward them
<br />to the City Auditor; audit shall be t~he duty of the Auditor to check the same carefully and,
<br />if. found correct,~~· ~ ~_~--N'~~, to stamn~ on the bills, "Examined and Found Correct,"
<br />enter them for payment, and fzle to themselves bills for each Department.
<br /> All contracts by the year, or for a longer period, with prices fixed, made by the City
<br />Council, may be billed by dealers or firms and forwarded to the City Clerk, to be turned over
<br />by him to the City A~ditor, who shall treat said bills for said contracts in the manner pre-
<br />scribed for other bills.
<br /> COmmittees, if they deem expedient sc to do, may receive bids for estimated~e~ds of their
<br />Departments, more or less, for the year, said_supplies to be delivered on requisition and in
<br />such quantities and a~ such times as may suit the convenience of the Committees.
<br /> All advertising for supplies~ or for work ~o be done by the Ci~y~ shall be made by the Cit~
<br />Clerk, when so instructed by the ~ommittees, and it shall be a du~2,?of the Clerk to receive said
<br />estimates, submit the same to the Committee and fill in the neeessar~ requisitions for signa-
<br />tures of the ~hairm~ ~ ~r~ ~ ..... ~
