<br />on Rules, appointed at meetings of the two branches cf Council September 1st, 1914, "to formu-

<br />.late rules for the government of said branches," respectfully recommends--
<br />
<br /> That there be thirteen Joint Standing Committees, of five members each, ~three from the
<br />Common Council _and two from the Board of Aldermen), and arranged in the following order:
<br /> Committee on Rules, Auditing &Olaims, Finance, Streets, P~blic Property & Schools, Fire,
<br />Ordinances, Almshouse, Cemeteries, Lights, Water & Sewerage, Ferrzes & Public Docks, and Police.
<br /> That the chairmanships and vice-chairmanships of ~aid Committees be appointed by the
<br />Presidents of the Common Council and the Board of Aldermen, respectfveiy, as follows: Fnom the
<br />Common Council--Committee on Rules, Finance, Fire, Almshouse, Cemeteries, Water & Sewerage, Fer-
<br />ries & Public D~cks~ Police; and.the Vice Chairmen of same from the Board of Aldermen.
<br />From t'he Board of Aldermen--Committee on Auditing & Claims, Streets, Public Property & Schools,
<br />Ordinances, Lights; and the Vice-Chairmen of same from the Common CoUncil.
<br /> That when it becomes necessary to appoint ~p~nt special com~mittees, the proportions of
<br />sUch between the two branches shall be, as near as practicable, the same as for joint Standing
<br />Committees; but the chairmanship? of all special committees shall lie with the body in which
<br />the cause for sa~d committees originates.

<br /> First. Matters adopted by the Common Council September 8th and referred to the Board of
<br />Aldermen for concurrence.
<br />
<br /> To .appoint a COmmittee of Five, three from the Common Council and two from the Board of
<br />Aldermen, to be known as .Committee on Rules," to formulate and r~ecommend rules for the govern-
<br />ment of the two branches of Council.
<br />
<br /> To authorize the Pres_idents of the two branches t~o
<br />quisitions, and exercise generally such functions as a_re
<br />until such Chairmen shall have been regularly appointed.
<br />

<br />exercised by Chairmen of Committees,
<br />
<br />To authorize the Treasurer to renew notes to amount of $40,860.55, falling due in October.
<br />
<br /> To authorize the Presidents of the two branches to appoint delegates to attend the League
<br />of Virginia Municipalities in Norfolk, Va., October 15-16th.
<br />
<br /> To authorize the Public Property Committee to advertise for bids to furnish the public
<br />buildings with ooAA and wood for the winter season.
<br />
<br /> To authorize the Almshouse Committee to advertise for bids to supply the Almshouse with
<br />rations~and the poor of the City with medicines for the year 1915.
<br />
<br /> To: refer to appropriate new Committees all unfinished business referred to Committees
<br />from January 1, 1914, to September 1, 1914.
<br />
<br /> Mr. Markham objected to the last three items under the matters referred for concur-
<br />rence. They were discussed and. on amendmen~ by Nm. Markham, were ~o% concurred in.
