Slater, <br /> City Clerk, City. <br /> "Dear Sir:-- <br /> "You will please call a' Joint Session of the two branches of City Council <br />for Tuesday, December BEnd, at $ o'clock P. M., to consider: <br /> <br /> "F~rst. The Budget for the year 1915, to be presented by the Joint Finance Committee. <br /> "Second. A recommendation of the Joint Finance Committee concerning temporary loans to <br />the City. <br /> "Immediately following the Joint Session, the Board of Aldermen will meet in SPecial <br />session to consider such items in the Budget and such other matters as may have been adopted in <br />said Joint Session. <br /> "Also to take up for consideration the report of the Joint Finance Commit'tee, which <br />was not concurred in by the Board at its regular meeting December 15th. <br /> <br /> "And following the meeting _of the Board of Aldermen, the Common Council will meet to <br />consider a report of the Joint Almshouse Committee, adopted by the Board of Aldermen at its meet- <br />ing December i5th. <br /> "Very truly, <br /> "~. Herbert, Vice-President Common Council." <br /> <br /> But a quorum not appearing within half an hour after the time fixed for the meeting, <br />those present agreed to attend a meeting to be called for Tuesday, December Egth, at the usual <br /> <br />Dscember zg, 1914. <br /> <br />At a Joint Session of the two branches of City Council December Zgth there were present: <br /> <br />Messre--M. Moore, C. E. Hutchins, <br /> J. Byron Whitehurst, S. B. Laylor, H. C. Reynolds, Earl H. Wright, <br /> Grover C. Wright, Robt. L. Moore, B. S. See, ~1. <br /> <br />The Vice-President of the Board of Aldermen presiding. <br /> <br /> The following directions for the Joint Session were read: <br /> "Portsmouth, Va., Dec. ES, 1914. <br /> "Dear Sir:-- <br /> "There was no quorum at the meeting of the Councils called for last evening <br />December EEnd, but those present decided to request you to attend a meeting for Tuesday, Decem- <br />ber E~th, at ?:ZO P. M., to consider the Budget and the other matters proposed~for consideration, <br />of which matters you have already been heretofore notified. <br /> <br />"Very truly, <br /> "L. P. Slater, City Clerk." <br /> <br /> The "call" having been read, the Chair suggested that the body go into a Committee of the <br />whole to consider the matters recommended for adoption by the Joint Finance Committee and having <br />so considered them, tha~ they arise and report to their respective bodies. <br /> On motion, the suggestion of the Chair was adopted. <br /> <br /> The Chair then named %~ <br /> ~r. Flou~noy to preside over the Committee of the whole and ~aca~ed <br />the Chair. <br /> <br />Mr. Hanvey moved to have the Budget read and acted on by Departments. <br />Mr. Langhorne moved to amend, that the whole Budget be read first and <br /> The amendment by Mr. Langhorne was adopted. <br /> Then the Budget was read. <br /> <br />then by sections. <br /> <br />HOn. tCommon Council--Board cf..Aide,men. <br /> Gentlemen:- Your Joint Finance Committee presents <br /> <br />herewith for your adoption the Budget for 1915 and in so doing desire to say that they have spent <br /> <br />mucD time and have taken much p~ins to make it acceptable to you and to the several committees. <br /> <br /> While your Committee have not seen their way clea~ to recgmmend the full amounts requested <br />for the several City Departments and, in.some cases, all of which it was desired even by?~s to <br />recommend~ we have put down all that it is believed the funds of the City coula besuv; for it must <br />be borne in mind constantly that appropriations should be made out of anticipated receipts only, <br />as you can not give more than you receive. <br /> <br /> <br />
