Alexander for permission~to lay an eight-inch terra cotta sewer <br />pipe along Wall street, from Chestnut to P~arl, at his own expense. <br /> It is recommended that the petitmon be granted, the work to be done under the super- <br />vision ef the City Engineer. <br /> <br /> A petition of the Portsmouth Police Relief Association for use of the playground at the <br />corner of Fourth and Wythe streets during the month of Nay, 1915, to hold a carnival; and also <br />to be relieved from the payment of a license tax on the same. <br /> It is recommended that the petition be granted. <br /> <br />To consider the paving of the south side of Ann street, between Armstrong and Owens. <br /> It is recommended that the work be done, at a cost of $175.00. <br /> <br />Referred by Beard of Aldermen January S6th. <br /> <br /> A petition of the Portsmouth Coal & Ice ¢o. to be allowed to put a bridge across A~mstrong <br />street, at the corner of High and Armstrong,. accompsmie~ b2 diagram. <br /> It is recommended that the petition be granSed, with the provision that the bridge <br />be removed when the Council so requires,- and at the expense of the~emPany. <br /> <br /> Condition of the culvert at the end of Washington street. <br /> We report that temporary repairs are being made to same a~d it is proposed to make <br />permanent improvements there in the future. <br /> <br />Flag crossing on Third stree~ at the foot of Nelson. <br /> It is recommended that the flag crossing be made. <br /> <br />The cleaning of'unpaved streets in the City. <br /> <br />Progress as to sams. <br /> <br />Attention called to the condition of ~King street, between Cou~t and Dinwiddie. <br /> We report that the condition of this street has been remedied. <br /> <br />Referred by Common Council Dece~oer 8th. <br /> <br /> A communication from Dr. J. A. Guthrie co, corning street car so,ice to West Park View. <br /> We report that we have considered this matter and it is recommended that a street oar <br />service be adopted for'Park View and West Park View as in proposed plan No. i submitted by the <br />Virginia Railway & Power Company. <br /> (8%gned) Jos. Cleburne Browne, Chairman. <br /> <br /> The report having been read, with regard to petition of the Portsmouth Police Relief As- <br />sociation to 'use the playground to hold a carnival~ Mr. Markham moved to amend that permission <br />for use of the playground be first obtained from the Park C~mmission. <br /> The amendment was adopted. <br /> <br />At this point the President vacated the Chair and it was occupied by the Vice-President. <br /> <br /> As to matter of street car service to West Park V~ew,. the. recommended plan for same~and <br />for other routes to the Fifth Ward, were examined by members of the body. <br /> The matter was discussed by Messrs. Browne and Davis and finally, on motion of Mr. Cart, <br />the matter of street~car service for Park View and Nest Park View was recommitted for the Com- <br />mittee to ascertain who would be legally responsible for any damage to persons or property on <br />the Wes~ Park View Bridge, caused by s~reet cars. <br /> <br /> Then the report of the Committee was adopted, as amended, the recommended~ appropriation <br />of $175. to pave the south side'of Ann st=eet, ~etween A~mstrong and Owens, being referred to <br />the Finance Committee. <br /> <br />Public Property-- <br /> <br />Hon.
