Carr objected to the section concerning an appropriation "Repairs to Grimes Battery Gun Room," stating ~hat the amount recommended for repairs was enough, and he moved that the ma~ter be reeomm~tted with Public Property Committee. The motion was adopted. Mr. Narkh~m objected to the recommendation as to payment of bills due the Portsmouth, Berk- !ey & Suffolk Water Company, stating that there should be before the body the opinion of the City Attorney and a statement from the Auditor that the bills are correct as a precedent to ar- rangement for payment. ~ ·hereupon, Mr. Bartow, of the Finance Committee, explained the situation. Mr. Davis asked Mr. Barlow if he, ~tv. Barlow, had not asked him to obtain the approval cf the Water Company to same. Mr. Barlow said, ,I Did., Mr. Davis vacated the Chair(:to make a statement, and the Vice-President occupied the same. The matter was further dim~uSsed, but finally, on motion of Mr. Barlow, the bills due the Water Company were recommitted, with the?nderstamding that the City Attorney should give his written opinion as to payment Of same b~y~.the n~xt meeting of the Council. Recommitted (W'~th City Attorney) Matter of street car service for Park View and West Park View, and also to ascertain the legal liability of the City for any damages to persons or pro- perty on the West Park View Bridge, caused .by street cars. We make the same recommendation with regard to street car service and routing in the Fifth Ward as previously made and as adopted by the Comm~ Council February 9th. We report that the City Attorney has been called on for his written opinion as to the legal liability of the City for anyddamages to persons or property on the West Park View Bridge, caused by street cars.
