October 25, t994 <br /> <br /> At a Regular Meeting of the,City Council held on Tuesday, <br />October 25, 1994, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, Sr., James C. Hawks, James T. Martin, <br />Cameron C. Pitts, P. Ward Robinett, Jrt, V. Wayne Orton, City <br />Manager, Stuart E. Katz, City Attorney. <br /> <br /> Reverend Brian C. Hobden, St. John's Episcopal Church, <br />opened the meeting with prayer which was followed by the Pledge <br />of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Griffin, the <br />minutes of a called meeting on October 10, 1994; a Regular <br />Meeting on October 10, 1994; a Called Meeting on October 11, <br />1994; a regular meeting on October 11, 1994, to be approved, <br />and was adopted by unanimous vote. <br /> <br />94-422 Presentation of a "Key to the City" to Little Miss <br />Portsmouth, Gina Marie Xenakis. <br /> <br />94-423 Non Agenda Speakers <br /> <br />1. Jackson Shaw, 503 Linda Road, thanked City Council for its <br />efforts to obtain the race track for the City. <br /> <br />2. Helen Person, 1314 Green Street, spoke on lead in Washington <br />Park. <br /> <br />3. Rafid Zaidi, 3106 Hull Street, spoke on an Environmental <br />Impact Study on SPSA. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Clemons, to <br />suspend the rules of order and allow Mr. Zaidi to speak an <br />additional minute, and was adopted by a vote of 5-2 (Hawks, <br />Webb) <br /> <br />4. J. Brewer Moore, ]08 Bobby Jones Drive, spoke on being <br />provided a monthly report on travel by City employees. <br /> <br />5. Angela Hill, 3605 <br />Heights Civic League, <br />neighborhood. <br /> <br />Blaine Street, President of the Ebony <br />spoke on the needs of the Ebony Heights <br /> <br />6. Charlie Riddick, 718 Henry Street, spoke on the ABEX <br />Superfund site. <br /> <br />- Unfinished Business <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Martin, to <br />remove items (h) and (j) from the Consent Agenda, and was <br />adopted by unanimous vote. <br /> <br />94-398 (h): <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Pitts, toadopt <br />the following ordinance approved on first reading at the Public <br />Hearing meeting on October 10, 1994, and was adopted by the <br />following vote: <br /> <br /> "AN ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA (1988), BY AMENDING TABLE 40-43.1-2 <br />THEREOF, PERTAINING TO COMMERCE PARK CP ZONING DISTRICT USES." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin~ Pitts, Robinett, Webb <br />Nays: None <br /> <br /> <br />
