November 16, 1915. <br /> <br /> On motion of M~. Cart, the attention of the Street Committee was called to low places in <br />the sidewalk at the southwest corner of Hdgh and Washington streets. <br /> <br /> Mr. Markham presented the following resolution, which was adopted: <br /> "RESOLVED, That a Commit- <br />tee of Five be appointed, two on the part of the Board of Aldermen and three on the part of the <br />Common Council, together with the City Attorney, who shall recemmend to ~the Councils'th~ annex- <br />ation of such territory in the Western Branch Magisterial District of the County of Norfolk as <br />may be deemed expedient; and the term of ar~nexation as provided by law.S <br /> <br /> Mr. Markham presented also the following resolution, which was adopted: <br /> "~HEREAS, only a <br />very small number of our citizens are qualified voters, <br /> "AND WHEREAS, the councils have been required To appropriate the sum of Twenty Thousand <br /> 1915, <br /> law, for the year of <br />Dollars ($~0,000~00) more than atloNed the schools by <br /> ~RESOLVED, That the Superintenaent of the Public Schools for the City of Portsmouth be re- <br />quested to transmit the following information to the Board of Aldermen: the number of children, <br />white and colored, on roll; and the number of c~ildren, white and colored, who are supported <br />by m&les E1 years of age and over, who are qualified voters." <br /> <br /> Mr. Cart moved to refer to the Street Committee ~he advisability of an ordinance instruct- <br />ing the City Engineer ~hen defining lines for the improvement of property, if the owner of same <br />desires to have the lines for his lot, to give him such lines, provided he shall pay to the City <br />$1o00 for each stake driven for the lot. The motion was adopted. <br /> <br /> On motion o_ M~. Privett, the advisability of an appropriation of $45. to purchase a stove <br />and basin for the Plumbing Inspector's office, was referred to the Finance ~omm~ttee.. <br /> <br /> On motion of Mr. Brow~e, an appropriation of $150. for the Incinerator for the balance of <br />the year was referred to the Finance Committee. <br /> <br /> Mr. Cart moved to refer to Street Committee the advisability of th~ City paying one-half <br />of the cost for putting down n~w sidewalks, and the property owner the other half. <br /> The motion was adopted. <br /> <br /> On motion of Mr: Langhorne, the City Treasurer was instructed to make application to the <br />Sinking Fund Commisszon for a loan to the City ~f :funds amounting to approximately $57,000.00. <br /> <br />On motion, <br /> <br />adjourned. <br /> <br /> <br />
