-R, e. P. <br /> <br />Angst lC, 1915. <br /> <br />NEW BUSINESS. <br /> <br /> The resignation of A. C. Thomson a.s Chairman of the Park and Playground Commission of this <br />City was read and accepted and the election of hie successor referred to a Joint Session of the <br />two branches of City Council. <br /> <br /> A com~uication was received from Grime.s Battery expressing appreciation of the Battery <br />for the support of the movement to obtain a $SjO00. appropriation for an extension of its present <br />gun room. On motion, the communication was ordered to file. <br /> <br /> A communication was received from the Board of~ Health notifying Council of the election of <br />Dr. Jos. Grice as City Bacteriologist for the term of two years and requesting confirmation of <br />said election. <br /> On motion, said confirmation was referred to a Joint Session of the two branches of <br />City Council. <br /> <br /> A request of the Park 0ommission to have made av~iiable the amount p~ovided in the Budget <br /> of 1Si5 for uPark Purooses," said amount to be expended by the Finance Committee or such other <br /> Committee as the CounCil may direct, was referred to the Finance Committee. <br /> <br /> A petition was received from the Portsmouth Hook & Ladder Co. to be allowed an appropriation <br /> to provide better quarters in which to hold its meetings. <br /> On motion, said petition wa~.referred to the Public Property & Schools Committee. <br /> <br /> A communication was read from E. V. White in regard to bad washout in center of street be- <br /> tween the Gas Company's lot and his lot in Swimming Point, and said communication was referred <br /> to the Street Committee. <br /> <br /> A petition of W. M. Smith, Superintendent of Fire Alarm, to be g~anted a ten day leave of <br />absence with pay, was referred to Finance Committee. <br /> <br /> A communication was read from E. V. ~ite in regard to weeds on ths vacant lot next to his <br /> residence and in the lot owned by Mr. Goodrich Hatton. <br /> On motion, said communication was referred to the Board of Health. <br /> <br />A petition was read from The Chesape~ke~ Potomac Telephone Company to be allowed to erect <br />two poles on Maole avenue, south of Duke; three poles on Tenth street, between North and Glas- <br />Sow; and one p~le on North street, west of Tenth street; as shown by attached copies of draw- <br />~ngs. On motion, said petition was referred to the Street Committee. <br /> <br /> Petitions were read from W. S. Parker to install a gasoline~ pump at the corner of South <br />street and Prentis avenue~and from D. Sullivan to install in front of his store No. 60~-04 Mid- <br />dle street a gasoline curb pump and well. <br /> On motion of Mr. Robt. E. Moore, said petitions were referred to Street Committee with <br />power to act. <br /> <br /> Mr. Moore (Jos. S.) moved that the Finance Committee be requested to make available the <br />amount borrowed by the General Fund from the Paving and Grading Fund~ approximately $B9,000.00, <br />in order that this amount may be expended in paving the~ streets of the City. <br /> The motion was adopted. <br /> <br /> Mr. Hanvey m~ved to refer to Finance Committee to consider the method of depositing the <br />City's fuuds with a view of procuring better terms than are obtained at present; also to con- <br />sider the matter of City's notes for floating indebtedness with a view ef obtaining a lower <br />rate of interest. The motion was adopted. <br /> <br /> On motion of Mr. Houghton, the regulation of width of tires to vehicles on the streets was <br />referred to Ordinance Committee. <br /> <br /> Mr. Laylor moved to refer to Public Property & Schools Committee providing blankets for <br /> Jail prisoners. The motion was adopted. <br /> <br /> Mr. Herbert moved ~o appropriate not over $~5. for the employment of a special policeman <br /> to look out for traffic on the streets and asked for immediate action on the same. <br /> Mr. Moors (Jos. S.) moved to amend, that the appr~nriation be referred to Finance Commie,- <br /> res. <br /> The motion and amendment were discussed by several members. <br /> Then the amendment by Mr. Moors was lost. <br /> On motion, the rules were suspended to vote on the motion of Mr. Herbert. <br /> Whereupon, the motion by Mr. Herbert wae.adopted and by the following vote: <br /> <br /> Ayes-~Oorbitt. Herbert, Ftemming, Laylor, Montague, Wright (Earl H.),.Morgan, <br /> Wri t Grov r c.), s. · <br /> Nays--Hanvey, Moor~ (Jos. S.~, Hutchins, Whitehurst, <br /> <br /> Mr. Morgan brought up the question of free school books for pupils of the public schools, <br />presented a paper from the City School Board concerning same, and moved to have the matter <br />ferred to Public Property & Schools Committee. The motion was ad~nted~ <br /> <br /> On motion of M~. Laylor, the regulation of traffic at the ferries was referred to ~erries <br />& Public Docks Committee. <br /> <br /> Mr. Flemming moved that <br />referred to it some months <br /> <br /> the Auditing & Claims Committee be requested to report <br />since.
