<br /> A communication wac received from the Secretary of the League of Virginia Municipalities
<br />requesting that this City send delegates to attend the Convention of said League in Fredericks-
<br />burg October l~h and

<br /> Mr. Moore (Joe. $~)_moved that a Committee of Five be appointed, three from
<br />the Common Council and two from the BOard of Aldermen (the President of the Common Council to
<br />be one of such Committee), to attend said ~onvention; and that the Finance Committee be authori-
<br />zed to allow $1EO. for expenses of such Committee.
<br /> ~ome objection was raised to this expenditure for the purpose amd it failed of adoption
<br />by the following vote, ten votes being needed for its adoption:

<br /> Mr. Moore (Jos. S.) then explained the object of the Conventionand why delegates sh~ald
<br />be sent there at this time.
<br /> He moved that the vote Just taken be ~reconsidered. The motion was adopted.
<br /> When an appropriation was referred to Finance Committee to be reported in the usual ws~.
<br />
<br /> A petition of Mrs. W. R. Baehford to be compensated for injuries received by her near the
<br />oa~ae~ of Sixth avenue and Glasgow street, on account of a hole in the sidewalk, was referred to
<br />the ~uditing~&~Claim$ Committee.
<br />
<br /> A petition of J. B. Ruffin to be refunded $5.40 paid in error for night soil tax for the
<br />year 191~, was.referred to the Finance Committee.
<br />
<br />A petition was read from the Portsmouth School Board for an additional appropriation
<br />$8,600. for the current expenses of the schools for the remainder of the fiscal year 1~1~.
<br /> On motion,- said-petition was referred to the Finance Committee.

<br /> A request was received from the Sixth Ward Board to have Fifth:and Sixth avenues ditched
<br />and graded at a cost of $~75.D0, out of Sixth Wa~d Bond Account; and said request was referred
<br />to the Street Committee.
<br />
<br /> A petition was read from the Seventh Ward Board to be allowed a special appropriation of
<br />$9S5. of the Permanent Improvement Fund, to be used as follows: eE~O.~for pipe line in Prentis
<br />Park; $t~0o for pipe line at Lincoln and Washington streets; $~00. for repamrs to concrete cor-
<br />ners on paved streets; and $SE5. for repairs to holes in paved streets.
<br /> On motion, said petition was referred to the Street Committee.
<br />
<br /> A communication from a Committee of the Board of Police Commissioners recommending~an in-
<br />crease of pay for the Chief of Police was referred to the Finance Committee.
<br /> Mr. Hanvey moved that the City ~to~ney be instruote~ to give his w~itten opinion as to ~t
<br />vote and who are allowed to vote on ~ne xollowi~g mat~rs, let, as to appropriations in the fmve
<br />old Wards where the amount does not exceed $100, End, ouch appropriations where the amount ex-
<br />ceeds $~00.005 3rd, on issue of bonds and other interest bearing papers.
<br /> The motion was adopted.
<br />
<br /> Mr. Reynolds lmoved~that the attention of the Mayor be called ~to the condition of sundry old
<br />houses in the Fourth Wa2d, which are "£ire traps." The motion was adopted.
<br />
<br /> On motion of Mr. Herbert, the Fire Cowmittee was .instructed to consider the matter of con-
<br />necting the City's fire alarm telegraph system with the fire alarm station in the Navy Yard.
<br />
<br /> Mr. Burgess offered the following resolution, which was adopted:
<br /> "Resolved, That the Presi-
<br />dents of the respective branches of the Council be and are hereby authorized to execute an agree-
<br />ment with the Seaboard Air Line Ry. and the Atlantic Coast Terminal Company for t~e use of pro-
<br />perry owned by them, fronting approximately 140 feet on North Court street, commencing a? the
<br />water, said property to be used as a park or playground for small children, if use of sa~d ground
<br />can be s~oured ~ithout cost to the City as rental, said agreement being executed after same has
<br />been approved.~y~he City Attorney..
<br />
<br /> Mr. Hanvey moved for a question of privilege. He said that some unfavorable comments had
<br />been made about the Finance Committee in connection with paving; that funds intended for paving
<br />had been diverted to other purposes; that while the Council had used paving money for general
<br />purposes, it was so done because the money was lying in the banks drawing no interest and it was
<br />thought desirable to use this money instead of borrowing from the banks at S~ interest.
<br /> Fu~then, that the Finance Committee had under consideration the proposition to make avail-
<br />able to Street Committee this money borrowed for the General Fu~d, and he feels assured that when
<br />the Council i~ prepared to go ~'orward with paving, his Committee will be im position to provide
<br />for same.
