September 14, 1915. <br /> <br /> Question of working Jail prisoners on the streets and to report on came with cost to the <br />City. We have looked into this matter with some attention, and it is reoommenSed that Jail <br />prisoners be worked on the streets of this City and that the Ordinance Committee be instructed <br />to bring in an ordinance covering the same. <br /> In connection with the matter, we submit the following imformation from another Vir- <br />ginia City where jail prisoners were worked: <br /> "The City only feeds the prisoners confined in <br />the City Jail two meal~ each day; to those who worked on the streets an additional meal was fur- <br />nished at a cost of t2~ cents each, then they were furnished over-alls which probably brought <br />the expense, average, about 17 cents per day. In addition to this, they employed two Chaxn-Gamg <br />Guards at a salary of $60. per month, This about covered all of the cost." <br /> <br />(Signed) S~ Olebu~=ne Browne, Chairman. <br /> <br /> (Bi,ed) Joe. Moore, Vice-Chairman. <br /> <br /> ?he report having beer read, Mr. Morgan objected to the recommendation of the Committee <br />as to employing Jail prisoners on the streets, believing that t~e same would conflict with'the <br />we~k ef "hOnest labor:" and moved to adopt the report with the exception of this ~eoommendatie~. <br /> Mx. Moore (Joe~ S.) replied to Mr. Morgan~ ~nd said~while the emploTment ? ~1 p~is?er~ <br />would be an econOmical meas~ure to the City, such empl~ment would not be a dieaavan~age <br />street force,as said prieonerswout&have to-do work that otherwise would mot ~e done aS all. <br /> The q~estion was than put to a vote, when the amendment by Mr. MOrga~was lost~ a~d <br />then the-motion by M~. Moore was adopted by the following vote: <br /> Ayes--Hot, itt, Herbert. <br /> Branch~ Burgee@, Hanvey, Moore (~OS. S~), Hutchins, Reynolds, ~r~ght (Earl H.), <br /> Moore (Robt. L), 10. <br /> Nays-Fiemming, Morgan, 2. <br /> <br /> Then the report of the 0ommittee was adopted as.presented. <br /> <br /> At~this point, Mr. Herbert asked for a suspension of rules in order to hear from a delega-~ <br />tion with regard to paving of Washington street. <br /> The. rules were suspended and~two of the delegation ~spoke for the paving and drainage of <br />said street; but no further action was taken as tc same. <br /> (~sent Mr, Gr0verC. Bud-I <br />get for ~Repazrs to. G~imes Battery Gun Room,,. but~ $$~,50 was ~eeded for other necessary repairs <br />to said building. <br /> <br /> A petition of the Portsmouth Hook & L~dder Co. to be allowed an appropriation to provide <br />better quarters in which to hold:its meetings. <br /> It is recommended that an appropriation for said purpose be referred to the Budget <br />of 191~ for consideration. <br /> <br />Matter cf furnishing free text books to pupils of ~he public schools. <br /> We report that this matter is in the hands of the Finamce Committee. <br /> <br /> To provide blankets and mattresses for jail prisoners. <br /> It is recommended that an appropriation of $$00. be allowed for blankets and mattress- <br />es at the Jail. <br /> <br />Matter of fixing up office room for the Street imspeotor in the. office of the City Collector, <br /> Wereport that this matter has been attended to. <br /> <br /> Referred by Boar~ of Aldermen August,17th~ <br /> <br /> Attention called to necessity of ~topping leaks i~ the Oourt House roof. <br /> It is recommended that am appropriation of $400. be allowed to repair Court <br />and that said amount be' made available t© order 0~ this Committee. <br /> <br />Rouse roof <br /> <br /> (With Finance;Com~tttee) Matter of fux~ai~tng free text books to pupils of the public <br />schools. <br /> We report that this matter is in the h~ds of the Finance Committee. <br /> <br /> Advisability. of allowing country carts to use trays, not over three feet long, <br />during market hours. <br /> We report that this matter is in the han~s of the Clerk of the Market. <br /> <br />on sidewalks <br /> <br />Referred by Common Council July 13th. <br /> <br /> Advisability of a fire proof case or cases for the commissioner of the Revenue. <br /> It is recommended that an approp~iatio~ of $t~S. be .made for a fire proof case for the <br />Commissioner of the Revenue. <br /> <br /> <br />
