December 14, i915~ <br /> <br /> HOT APPROPR£A~IO~ ARE TO BE EXPENDED~ <br /> <br /> Appropriations to meet Current Expenses of the several City Departments and of the Sixth <br />and Seventh Wards, may be expended by them one-twelfth monthly, together with any unexpended <br /> <br />preceding balances~ <br /> <br /> All other appropriations, <br />the Council~ <br /> <br /> Appropriation~mfor <br /> <br />except <br /> <br />for the Public Schools, <br /> <br />shall be expended as directed by <br /> <br />the Public Schoois allowed one-tenth (!/10) of same for each school month. <br /> <br /> The~ Budget having been read, Mr. Burgess moved that an appropriation <br />"(lld Folks Home" for 1916, be added to "General Admmnzstrat~on." <br /> The motion was adopted. <br /> <br />of .~BO0. for <br /> <br /> Er. Lay!or moved that an appropriation of $14,500.00 be added to "Fire Department" <br />for purchase of "AdditiOnal Fire Apparatus." The motion was adopted. <br /> <br />the <br /> <br /> Mr. Hanvey moved to eiimina~e the appropriation of $848. for "Traffic Policeman" at <br />corner of Cou~t and High streets, under the head of "Police Department." <br /> The motion was adopted. <br /> <br /> Then the Budget of Anticipated Receipts and ~xpenditures for the Year 1916 <br />was adopted, as amended~ and by the following vote: <br /> Ayes~-~o~b~tt, Herbert, Branch, Cain,- <br /> Burgess, Hanvey, Moore (Jos. S.), Hu~chins~ Leavitt, Snel!ings, FlsmminE, <br /> Laylor~ Eontague, Reynolds, Wright ~Earl H.)~ <br /> Moore ~Robt. L. ), See, 19. <br /> <br /> The Auditor reported the following bills held up by him, because .of lack of appropriation <br />for same: Almshouse .~?~ 78' Sewerage $1E~J.78: Contdngent. $49.00; ~F~re. $1~.95; 'Public Pro- <br />perry, $~.7S; Police. $81.90~ Sixth Eard, $98.?~; Seventh Ward, $$8.00. <br /> ~ On m~tion~ t~e bills were referred to the Finance Committee. <br /> <br /> First.~ Matters adopted by ths Common Counoii November 9th and referred to the Board of Al- <br />dermen for concurrence~ <br /> <br /> To allow Elections <br />Auditor. <br /> <br />and Registration bills to amount of $401.~0, subject to approval by the <br /> <br /> To allow a bill of the Xirn Korner Pharmacy against the Fire Department t.o amount of $6.30,- <br />subject to approval by the Auditor. <br /> <br /> To allow $108.30 as writ tax, printing records, &c., in the matter of appealing the case of <br />the City of Portsm,Gth vs. Jobeon. <br /> <br /> To authorize the City Treasurer to renew notes to amount of $4?,500. falling due in Decem- <br />ber~ 1915, <br /> <br /> To authorize and instruct the City Attorney to apply to the Supreme Court of Appeals for <br />a writ of error in the case of the PortsmOuth & Norfolk Corporation vs. the City to recover <br />$5,000. deposited by said Corporation, with bid to furnish a contract for lighting the City <br />with electricity. <br /> <br /> To authorize ihe Finance Committee to advertise for proposal~ for furnishing ~unds as re- <br />quired by the City for the year t~16, and for receiving the funds as collected by the 'City and <br />holding the cash balances on hand. <br /> <br /> To appropriate $100. for labor in putting part of the fire alarm system underground. <br /> <br /> To authorize the Auditor to transfer $15. from "Sundries" Account to "Labor" Account in the <br />Cemetery Department. <br /> <br /> To authorize the ~treet Committee to advertise for bids to pave Washington street. <br /> <br /> A~il of the above were concurred in, except to authorize the Finance Committee to ad- <br />vertise for proposals for furnishing funds as required.by the City for the year 1916~ &C.~ and <br />to authorize the Street Committee to advertise for bids to pave Washington streem. <br /> <br /> ~he Board on Nove~£oez i6th concurred also in recommendations of Committees adopted by <br />the Common-Council November 9th, exceot rscommendation of the Finance Committee that an appropri- <br />ation of $1~0. for cleaning and light, repairs in the Cemeteries be considered for the Budget of. <br />1916; said appr~oriation being recommmtted by the Board of Aldermen. <br /> <br /> Second. Matters adopted by the Board of Aldermen November 18th and referred to the Common <br />Ce~cil for concurrence. <br /> <br /> To instruct the City Treasurer to make application to the Sinking Fund Commission for a <br />10an to the City of funds amounting to approximately $5T,000.00o <br /> <br /> To appoint a Committee of Five, ~Wo from the Board of Aldermen and three from the Oommon <br />Council, together with the City Attornely, who shall recommend~to the Council the annexation of <br />such territory in the Nestern Branch Magisterial District of Norfolk County as may be deemed <br />expedient; and the terms of annexation as provided by law. <br /> <br /> <br />
