The program <br />provides treatment to both males and females who are housed in a <br />cell block reserved for program participants, A local match of <br />$8,566 will be provided by the Community Services Board. <br /> <br /> 4. The Adult Dependent Offenders Program received $26,641 <br />from the Department of Criminal Justice for the fourth year of <br />the program. Funds are to pay for a Clinical Therapist to <br />provide substance abuse treatment at the City Jail. The program <br />provides treatment to both males and females who are housed in a <br />cell block reserved for program participants. A local match of <br />$8,884 will be provided by the Community Services Board. <br /> <br /> 5. The Teen Pregnancy Prevention Progr~un has received a <br />renewal grant from the Portsmouth General Hospital Foundation in <br />the amount of $52,500. This award is to continue funding for <br />the staff to coordinate the Better Beginnings Coalition's <br />city-wide teen pregnancy prevention efforts. The primary <br />objectives of the prograph are to act as a data collection and <br />public resource office and coordinating entity for teen <br />pregnancy prevention efforts throughout the City. No local <br />match is required. <br /> <br /> I am pleased that the City can offer these services to our <br />citizens through the Community Services Board. I, therefore, <br />recommend that you approve a motion to transfer the amount of <br />$219,555 from the Grants Contingency Account to support these <br />programs." <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Martin, to <br />transfer $219,555 for the continuation of Community Services <br />Board programs, and was adopted by the following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />94-445 - Letter from the City Manager recommending adoption of a <br />motion to transfer $49,932 from the Grants Contingency Account <br />for a filtration structure to remove pollutants from stormwater <br />run-off, and award of a contract to the National Oceanic and <br />Atmospheric Administration (NOAA). <br /> <br /> "The National Oceanic and AtmosphericAdministration has <br />awarded the City of Portsmouth a 1994 Virginia Coastal Resources <br />Management Program Grant based on a proposal submitted by the <br />City. This $49,932 grant is to design, construct, and test <br />Stormwater Management Best Management Practice (BMP). The <br />project will be fully funded by the grant. No local match is <br />required by the City. <br /> <br /> The purpose of this BMP is to create an innovative <br />filtration structure that will remove pollutants from stormwater <br />runoff associated with downtown areas. This project will put <br />Portsmouth on the forefront of technological stormwater <br />management practices and will provide a very public display of <br />Portsmouth's conunitment to clean waterways and a healthy <br />environment. <br /> <br /> The Director of Public Works recommends that a contract be <br />signed with NOAA and that $49,932 be transferred to complete <br />this work. These funds will be reimbursed to the City on a <br />quarterly basis by the Virginia Department of Environmental <br />Quality (DEQ), which is administering the Grant Program in <br />Virginia for NOAA and will not require any local funding. <br /> <br /> <br />
