<br />Redistricting Committee appointed under resolution adopted by the Bo~rd of Aldermen November
<br />16th and by the Common Council December 14th, "To recommend to the Council w~thin 90 days from
<br />~doption of resolution such changes in the boundaries of the Wa~ds of the City, the represen-
<br />tation therefrom, s~nd the nanes or numbers of the Wards, as they may deem e~pedient," respect-
<br />fully reports that-they have considered the s=me and recommend the adoption of the following
<br />
<br />ordinance to cover the matter:
<br /> An Ordinance to Diminish the Number of Wards of the City of
<br />Portsmouth, to Cha~ge the Boundaries The~eof,~ and To Re-apportion the Represe~tation in the
<br />Council Among the Wards in the Ea~ner Prescribed by Law.

<br /> The report having been read, Er. Markhs~ moved to ohs~uge "Jefferson Ward" to "Jackson
<br />Ward~ a~d vice vers$. The motion was adopted.
<br /> Then on motion, the recommended ordinance was ordered to tie on the table until the
<br />next regular meeting of the body, under the rules.
<br />
<br /> UNFINISHED BUSINESS.
<br />
<br /> First. ~atters adopted by the BoS~rd of Aldermen December 28th and referred to the Common
<br />Council for concurrence.
<br />
<br /> To instruct the City Engineer to have put on the p!a3~ground any dirt that may be taken
<br />from the streets to be paved.
<br />
<br /> To instruct the City Engineer to have put in low places in the Cemeteries dirt taken from
<br />streets to be paved, ~s far as allowable.
<br />
<br /> The above were amended so as to instruct the Street Committee ~nd City Engineer to
<br />deposit dirt taken from streets on the playground and cemeteries when it is most convenient
<br />and less expensive to do so than in other public places.
<br />
<br /> Second. matters s~iopted by the Common Council December 14th and on which there was no ac-
<br />tion by the Board of Aldermen December 28th for lack of necessary vote for s~me.
<br />
<br /> To authorize the City Treasurer to renew notes to s~mount of $42,500.00, falling' due in
<br />January, 1916.
<br />
<br /> Resolution with regard to authorizing the Finance Committee to have the management
<br />direction.of all City funds after January t, 1916, with certain limitations, &c.
<br />

<br />dermen for concurrence.

<br /> To.allow the City Attorney $12.60, paid for stenographic work in the case of-the Ports-
<br />mouth & Norfolk Corporation vs. the City.
<br />
<br /> To instruct the Fine-ute and Light committees to hmve a light placed on the West~ Park View
<br />Bridge.
<br />
<br /> To aut~onize the City Treasurer to renew notes to amount of $45,000.00, falling due in
<br />February, lgl6.
<br />
<br /> To instruct the proper Officers to pay off the Police Force as is customary unti! the mat-
<br />ter of the Police Budget is settled.
<br />
<br /> At this point, Er. Markham stat~ed that the action of the Co,men Council in retaining
<br />the Ford automobile does not belong before this body, and that this. special feature be not
<br />acted on,~ ~ell as. the section relating to the pay of the Po!i~e Force.
<br /> He then moved to reconsider former action of this body in re,rd to both automo-
<br />bile ~nd motorcycle. The motion was s~iopted.
<br />
<br />streets. He next moved that a traffic officer be ~mploy~ at the corner of High and Court

<br /> Er. Barlow spoke for the retention of the Ford automobile, and in connection, had
<br />res~i a letter from the Chief of Police of Richmond in advocacy of use of the automobile for
<br />police service.
<br /> But the motion by Er. Markham w~s adopted and by the following vote:
