<br />ation, Er. J. H. Howland, was present, who desired to say something to the body about, conditions
<br />of the Fire Deps~vtment and, as he wished to catch the l0 o'clock train, he (Er. Markham) would
<br />ask~unanimous consent of the Board to hear from Er. Howl~ndo
<br /> There was no objection raised and Er. Howland spoke, stating such needs for the Depart-
<br />ment and for the City as should be filled.
