<br /> A communication from the B~ M. A. in regard to the Government mmintainlng a free ferry
<br />service between the Navy Yard ~nd the City of Norfolk for the benefit of employees of the Yard
<br />who live in that City.
<br /> We h~ve e~a~ined this communication, believe the protest of the B. M. A. to be fair
<br />s~ud reasonable, a~ud recommend, therefore, that it be endorsed.

<br /> Mr. Wright (GrOver C.), Chalrma~ of the Committee, offered the followin~ substitute
<br />for the majority report concerning communication from the Bo M. A. in regard tm the Govern-
<br />ment maintaining a free ferry between the Navy Yard and Norfolk: "I have examined this com-
<br />munication ~nd feel that the Council be doing au injustice should it take any action that
<br />would result in depriving the Navy Yard employees of something that is of so much benefit to
<br />them. I recommend, therefore, that it be not endorsed."
<br />
<br /> Then Mro Morgan moved that the report be adopted, with the substitute offered by Mr.
<br />Wright.
<br /> Whereupon, ~.~r. Burgess presented a resolution that the communication from ~he'Bu$iness
<br />Men's Association be received as information and filed.
<br /> The m~tter was discussed by Messrs. Burgess, Moore (Joe. S.), Wright (Es~rl H.), Leav-
<br />itt, a~d Hanvey, pro and con.
<br /> Then Er. Burgess' resolution was lost, ~nd ~. Morgan's amendment w~s &dopted.

<br /> First. Matters adopted by the Comm~on Council December 14th mud referred to the Board of
<br />Aldermen for concurrences'but not acted on by the Board of Aldermen December 28th because of
<br />lack of necessary vote for same.
<br />
<br /> To authorize the City Treasurer to renew notes to amount of $~2,500.00, falling due in
<br />January, l~16.
<br />
<br /> Resolution with regard to authorizing the Fin~uce Co~mittee to have the m~ne~gement and
<br />direction of ali City funds after J~uuary l, i916, with certain limitations, &c.
<br />
<br />The above were concurred in.
<br />
<br /> Second. E~tters adopted by the Common Council January l~th and referred to the Board of
<br />Aldermen for conc~rrenoe.

<br /> To allow the City Attorney $12.60, paid for stenog~aphie work in the case of the Ports-
<br />mouth & Norfolk Corporation vs. the City.

<br /> To instruct the Finance and Light committees to h~ve a light placed on the West Park View
<br />Bridge,

<br /> To authorize the City Treasurer to renew notes to amount of $45,000o00, falling due in
<br />February, 1916.
<br />
<br /> To instruct the proper Officers to pay off the Police Force as is customary until the
<br />ter of the Police Budget is settled.
<br />
<br /> All of the above were concurred in, except section instructing the proper Officers
<br />zo pay off the Police Force as is customary until the m~tter of the Police Budget is settled,
<br />which was amended so as to instruct the proper Officers to pay off the Police Force for Janu-
<br />ary, 1916.

<br /> The Common Council Jauu~ry l~th adhered to its former action with regard to the Ford
<br />Automobile in the Police Budget~
<br /> The Board of Aldermen January 18th reconsidered its former action with reEa~d to
<br />both the Ford A~tomobmte aud motorcycle, and a~ended the Police Budget by allowing $856.00
<br />for the employment of a ~r~fio policeman at the corner of High ~& Court streets.
<br />
<br /> At this point, the body concurred with the BOard of Aldermen J~nu~ry iSth in adopt-
<br />ing the Police Budget, with provision therein for the employment of a traffic polieem~n at the
<br />corner of High and Court streets, for $846.00~aud by the following vote:

<br /> The Beaird of Aldermen January 18th concurred also in all recommendations of Commit-
<br />tees adopted by the Common Council January l~th, except recommendation of the Street Cormmit-
<br />tee that $~50. be made available at once for preliminary work on paving, said recommendation
<br />being recommitted with instructions to bring in some definite plan for d_vainage at the corner
<br />of High and Washington streets, including the size of pipe, height of pipe above high w~ter
<br />mark,
<br /> The Board of Aldermen Jauuary 18th amended the "Redistricting Ordinance" by chang-
<br />ing the name "Jefferson Ward" to "Jackson ~ard~ and vice versa.
<br /> Whereupon, this body concurred with the Board in making such change.
<br />
<br /> Third° Matters adopted by the Board of Aldermen January !~th and referred to the Common
<br />Council for concurrenee.
