<br />Third. Communications from the Mayor.
<br />
<br /> The Mayor returned his approval of the following matters adopted by the two branches of
<br />City Cou~ucil April ll-lSth, 1916:
<br />
<br />~ To mske available, as needed by the Street Committee, funds for paving streets heretofore
<br />adopted in the "Street Paving Program."
<br /> An appropriation of $800.00, out of Seventh Ward Bond Account, to tile on each side South
<br />street Road, between Pine and Pearl, in order to carry off the water from it~ and to resurface
<br />s~e.
<br /> An appropriation of $25,000. for sites for the new High School and colored School buildings.
<br /> To pay Police bills held up by the Auditor in Nautch on account of lack of appropriation or
<br />because they exceeded 1/121 f2appr°prlati°n/1 allowed for same, to amo= t of $210 3 , out of
<br />propriation as available~ monthly.
<br /> To make available as needed $500. allowed in the Budget fo~e3playgro~d.. .
<br /> To make available the $~0. allowed in the Bud.get for "Quarantine~_missmoners."
<br /> To gra~t permission to~he Chesapeake & Potomac Telephone Co. to erect and replace poles
<br />on Naval avenue, H~tton street, Riverview avenue, and Park avenue, as shown by copy of drawing
<br />attached to petition; the work to be done under the~supervision of the City Engineer.
<br /> To grant permission to The Chesapeake & Potomac Telephone Co. to erect two poles on Pine
<br />Street, between Nelson ar~ Fayette, as shown by copy of drawing attached to petition; the work
<br />to be done under the supervision.of the City Engineer.
<br /> To grant prgposition of the Right of Way Agent of The Chesapeake & Potomac Telephone Co.
<br />to improve the telephone delivery construction along High street, between Middle and Court; and
<br />on South street, between Middle and C~-~wford; in accordance with blueprint attached to propo-
<br />sition; provided the work be done under the supervision of the City Engineer, and with the furthe~
<br />proviso that they put in and reserve a conduit for the City for the extension of its Fire Alarm
<br />and Police Telegraph System.
<br /> Award made to the C. E..Dunnavaat ConS~ruction Co. to pave Ann street, between Owens and
<br />Armstrong (South side), ~ $1.12 per ~q. yd.
<br /> Award made to Littleford Bros., Cincinnatl, Ohio, for a Portable Tar and Asphalt Heater
<br />for $125. and a No. 9 Fire Wagon to heat irons for $I25.O0, with freight on same to be paid by
<br />the City.
<br /> To place on the playground so much of dirt as may be necessary ~ fill the playground to
<br />grade of street, from streets to be permanently paved as provided fo~ in the "S~reet Paving
<br />
<br /> To instruct the Auditor to pay all current bills when properly approved by the Chairman
<br />and Vice-Chairman of the respective committees, provided that said bills do not exceed 1/12 of
<br />appropriation each month.
<br /> The following sections of the License Tax Ordinance for 1~i6-17:
<br /> "Eachperson licensed to
<br />sell, or manufacture and sell, wine, ardent spirits or m~lt liquors, or mny mixture thereof, by
<br />wholesale, $1757 for 6 months.
<br />"Each person or agent for the sale of malt liquors only by wholesale, $100. for 6 months.
<br />"Each barroom or retail liquor store, $135. for 6 months. But if concerts, exhibitions
<br />of a~y kind, dancing, or music be permitted on the premises or in any building attached there-
<br />to, $2,500. additional.
<br /> "Each malt liquor saloon, $?5. for 6 months.
<br /> "Wholesale and re,ail liquor dealers, each person or firm, $200, for 6 months.
<br /> "All retail liquor dealers, where clubs, social or ~therwise, are permitted on same pre-
<br />mises, $225. for 6 months.
<br /> "Each social club, organized since April 16, 1~03, selling alcoholic or m~lt liquors, $15©.
<br />for 6 months~
<br /> "Each resident or non-resident beer wagon, $~0. for 6 months."
<br />
<br />Fourth. Reports of Officers and other unfinished business.
<br />
<br /> The regular reports of Officers for the month of April, 1916, were presented and were or-
<br />dered to take the usual course.
<br />
<br /> The Auditor made the following report of bil%s held up by him, because of lack of appro-
<br />priation or beo~se they exceeds? 1/12 .of appropraation for same: General Administration, $8.25;
<br />Cemetery, $15.00, Police, $16.$0, Almshouse,m $72.6S; Public Property, $109.50~
<br /> On motion, the bills were referred to Finance Committee.

<br />NEW BUSINESS.
<br />
<br /> The resignation of W. L. Bennett as a member of the Plumbing Board of the City of Ports-
<br />mouth was read and was referred to a Joint Session of the two branches.
<br />
<br /> The resignation of T. J. Barlow as a member of the Park Commission, forwarded by said Com-
<br />mission, was referred to a Joint Session of the two branches.
<br />
<br /> The Seventh Ward Board forwarded the resignation of Owen A. O'Connor as a member of said
<br />Board, the resignation having been accepted by it.
<br /> On motion, the election of a successor to Mr~ O'Connor w~s referred to a Joint Ses-
<br />sion of the two branches.
<br />
<br /> A petition was read from the Portsmouth Humane Society that a light be placed on the
<br />public drinking fountain located at High and Effingham streets~
<br /> On motion, said petition was referred to the Light Committee with power to act.
<br />
<br /> Mr. White moved to refer to Finance and Water & Sewerage Committees an appropriation of
<br />$300. to extend and renew sewerage outlet at Hospital Park.
<br /> The motion was adopted.
