<br /> On motion of Mr. Herbert, Mr. Morgan w~s elected temporary Chairm~u. Mr. Morgan took the
<br />Chair and asked for nominations for P=esident of the Body.:
<br /> Mr. Hanvey ~ms nominated for the position and wms elected by the following vote:

<br /> Ayes--Dashietl, He~ber%, Morgan, Morris,
<br /> (Mr. Hanvey e~cused from voting~.
<br />
<br /> Mr. Hanvey occupied the Chair. and thanked the body for the honor conferred upon him, be-
<br />speaking the support of the members, and saying that it will be his mim to make'thc new Plan
<br />of Government a success; requesting the co-operation of
<br />
<br /> Mr. Morris presented an ordinance, giving in outline the name of "The Council of the City
<br />of Portsmouth, Va.," to the new body; and same was referred to the City Attorney to put in pro-
<br />per shape.
<br />
<br /> Mr. Dashiell moved to elect a Vice-President of the Council, but Mr. Morris me,ed to defer
<br />action on the election t~ a future me,ting.
<br /> Whereupon, Mr. Dmshiell withdrew his motion .and the motion by Mr. Morris was adopted.
<br /> Mr. Dashiell then .moved that the Chairman of the Department of Finance serve as Vice-
<br />President until further arrangements are made:~ The motion was mdopted.

<br /> ~Mr. Morris presented the following resolutions, which were severally adopted:

<br /> Be It Resolved by The Council of the City of PortsmoUth, Va., That all applications for
<br />the position of City Manager be~ filed with. the 01erk of the Council.

<br /> Be It Resolved by The Council of the fity 'of Port~mouth, Va., That the City Attorney be
<br />instructed to submit an opinion as to who shall perform the dut'ies of the Sinking FUnd Commis-
<br />sion.

<br /> Be It Resolved By The Council of the City o~ Portsmouth, Vs.-, That the Department of
<br />nantes be instructed to submi~ plans to cover borro~inglof .money or issuing of bonds to tmke up
<br />the $200,000. of notes owned by Mayer & Cow, of oinci~nati~, and also for current notes which
<br />are held by the local Banks.

<br />be instructed to prepmre and submit rules or ordina~noes for the g$verr~nent of the City Council
