<br />I beg to say: That at the time of the~t'~t election of Justices 6f tEgpeace We had seven w~rds
<br />in the city and one justice wms. elected from each: Mr. Chas. R. Nash for the First~ Er. ~Emmet
<br />De~ns for the Second; and Nr. James Pablo for the Third. Since then the city has been redis~
<br />tricted into six wards, the First, Second, ~Z~l~Third being made into two wards, Jefferson and
<br />Jackson. These two wards now have three Justices, as stated above, hence there can be no e-
<br />lection until the expiration of their terms, unless sooner removed b~ the Council which it has
<br />the right to do. Should the Council make the removal it would then be its du~y to elect two
<br />justices; one for Jefferson Ward, and one for Jackson Ward. And moreover, it is not a'question
<br />of electing a justice for the Third Ward as that Ward hms been abolished and is now included
<br />in the Jefferson Ward, where ms I am told, two of~the three justices ntw reside. Under the
<br />redistricting plan it can not be said which of the three justices would lose'his office, hence
<br />I say ~t all three hold office until the expiration of ~heir ~erms un, ess sooner removed by
<br />the Council.

<br /> We h~ve considered this m~tter and it is recommended that the following ordinance be
<br />adopted to cover the same:
<br /> An Ordinance to Amend and Re-ordain Clause L o~ section 383 of the
<br />"Traffic Ordinance" of the City of Portsmouth, in Reference to Speed of Street Cars and Other
<br />Vehicles and Zo Prevent the Ringing of Bells, Sounding of Gongs, and Blowing of Horns by Such
<br />Cmrs and Other Vehicles while Passing Churches during the Hours of Service on the Sabbath Day.

<br /> It is recommended that the sidewatk be raised at this corner, and that the remainder
<br />of necessary work be provided for in the Budget of 1~17.

<br /> A petition of the Sixth Ward Board that tracks of the Portsmouth R~2ail Lumber Co. across
<br />High street to its property, be moved, and that the Virginia R&ilwmy & Power Co; double track
<br />this part of their line.

<br /> A petition of ~rs. N. G. Casey for a sidewalk and m street~o~ossing onthe west side of
<br />Butler street, between A and Ann.
<br /> Zt is recommended that curbing ~ud guttering be placed at this point, at m cost not
<br />to exceed $230.00, to be provide~ fbr in the Budget of 1~17.' ·through

<br /> An application of the Portsmouth Coal & Ice Co. for permission to install a gasoline tank
<br />on the curb line. in front of its place of business on the south si~e of Highstreet nemr Arm-
<br />strong.
<br /> An application of Ninter & Mason to install m gasoline tank on curb line in front of their
<br />place of business on the north side of High street near Pearl.
<br /> It is recommended that the applicmtlons be ~ranted for pumps on the sidewalk, under
<br />the usuml conditions.

<br /> A petition of the Sixth Ward Board to lay a 6-inch pipe from Glasgow street down Tenth ave-
<br />nue to the corner of North street, for fire protection.
<br /> It is recommended that the work be dons, and that an approprimtion for same be refer-
<br />red to the Finance Department.

<br /> A petition of the Sixth Ward Board for permanent improvemen~ of Godwin street and ~lxth
<br />and Seventh avenues, and ~o lay a granolithic sidewalk on each side of High street, from the
<br />City limits to Chestnut street, at an estimated cost of $30,000.00.

<br /> A memorandum concerning established values of the strip of land offered by PL~rry L. Alex-
<br />ander to the City, for the purpose of extending Hatton street, from London to High.
<br /> It is recommended that the land to extend said street be purchased from Nr. Alexan-
<br />der for $15,000.00, and thmt the City give a no~e to said amottut for same.

<br /> A petition of The Chesapeake &°Potomac Telephone Co. for permission to erect three poles
<br />on the north side of Wmll street, b~tween Pea~vl ~nd Chestnut.
