<br />Pawnbrokers in the Ci~y~ I beg ~o c~ll your attention to SectiOn ?~ of ~he tax bill, (fou~.~ in
<br />Vol. $, Va. Code, page $12), ~wh~ch provides: "The Hustings or Corporatmon Court of ~ny caty,
<br />mnd the Circuit or County Cour~ of any county, may from time to time grant m license to any
<br />citizen of'the United States, who shall produce satisfactory evidence of his good character,
<br />to exercise and carry on the business of a Pawnbroker in his city or county, &c."
<br /> "Under the construction placed by our Supreme Court of Appeals the word "may" in this sta-
<br />tute means must or sh~ll. I am, therefore, of the opinion that the Council has no power to~limZ
<br />it the action of the Court by limiting the number of pawnbrokers.
