R. C. P. ~ctober 17, 1916. night The motion was s~dopted. A communication was read from W. Eo Seddon, Vice-President of the Seaboard Air Line Ry. Co., stating that the installation of crossing gates at Dinwiddie street was completed on Sep- tember 19tho On motion, the. commtuuication wasordered to file, and, in connection with same, the Clerk was instructed to w~ite to said E0mpany and request that a li oght be placed a~ the corner of Dinwiddie street and Race avenue. On motion of Ms:, Dashie!l, the Public Property Department was authorized to reject all bids for plumbmn~ at fha City.Jail, and permitted to purchase material, employ a plumber, s~ud have the work done unde~ the supervision of the Plumbing Inspector. On motion of Mr. D~shiell, the Clerk was instructed to write to the proper State authori- ties for permission to use the Grimes Battery Gun Room for storage of automobile, drying room for hose, &c., as the City h~s immediateuse for said room. occupied Mor~ moved to refer to Public Property Department the matter of heating the building by the School Board and allowing said Board the use of the mdjolning, rcom. The motion was adopted. On motion of Dr. Parrish, the Department of Public Welfare w~$ authorized to ~dvertise for bids ~or rations at the City Home and medicines for the poor of the City, for the yea~ 1917. Dr. Parrish moved to refer to Fins~uce Department an appropriation of $210, to pay a bill of J. N. Dews for medicines furnished the poor of the City. The motion was adopted. Mr. Herbert brought u~ the question of employing a person as cclleetor of delinquent per- sonal taxes at a fee Of 20% of amount colleotedo The matter w~s discussed and Mr. Morgan moved that a man be employed, upon said conditions~ for one month, but the'motiOn w~s lost on a tie. Mr. Dashiell sta~ed that the S~nits~ry Inspector wished an appropriatio~ for cleaning up the-market shed, and the matter was referred to the Public Property Department to take steps at once to put said market in a sanitary condition. On motion of Mr. Dashiell, the Public Service Department was instructed to investigate the matter of .h~u2ing deszl horses from the streets. Mr. Herbert' stated that. it w~s reported that certain houses in the Fifth Ward are not con- nected with the Sewerage S~stem as they should be, and he moved that the mat~er be referred to the Department of Public Welfare for investigation. On motion'of~.~Lv. D~shiell, the advismbility of providing a stove for the Independent Fire Company and a heater and gas light fo~ the Annex Hose Company was referred to the Public Proper- ty Department. Mr. M~rg~n moved that Council meet Friday night to consider applications for City Manager. The motion was s~iopted. Mr. H~nvey gave a very interesting report of the trip of the'Auditor and himself to the Lemgue of Virginia Municipalities at Clifton Forge and said he felt that they were profited by the trip. And on motions, the following other matters were:~ref~rred to: Public.Service Department-- A plan submitted by'the Pa~rk Commission for planting of trees, &c., in the park at the corner of Court and Wythe streets. A petition of the Metzger-H~mper Motor Corporation t~ e~tend a pipe line from their build- ~ng ~912 High stree~ over the sidewalk and to the curb line, fo~ a compressed air line to ln- mlate mutom0bile tires. A petition of the Plumbing Inspector for an increase in salary. A communication from the Park Commission recom~.~ending that Washington street be parked its entire length from North street to Spmrrows Hill Brmdge, at a cost not in excess of $2,500.00. Public Property Deps~vtment-- A bill of C. S. ~herwood to amount of $50.00, for atten- tion to the City Hall clock for the years 1915 and 1916. A petition of the Park View Engine Company ~oh~ve an instantaneous heater in its bath room and also a porcelain sink down stairs, if the Public Safety Department-- A communication from Messrs. sale of fireworks will be prohibited this Christmas. K~ss & Lee desiring to know Finance Department-- A petition of S, C. Eelly to be refunded $t.80, paid in error for soil tax ~n the corner of Fourth~and M~dison streets, year 1915, A petition of W. A~ C. Fitchette to be refunded $1.EO, paidin error for soil tax on ~50~ Fifth avenue, year 1916. An order of Court to pay $350. each to W. A. Brown, R. L, Hutchins, and Jno. J. Robinson, for revising, &c~, the City Registration Books. On motion, adjourned.
