<br /> The City has had ~a bmll-for $69. stmndmng sometmme ag~mnst the Dalby-
<br />Nottingham Compauy for the removal of dead horses kf%'~r the fire which destroyed the building
<br />that company occupied on Sing street. The fire, as i aminformed, destroyed the l~ger ~art
<br />of the assets of the Company and put it out of business so that there are no assets from which
<br />the debt cmn be made.

<br /> "The officers of the Dalby-Nottingham Company deny the full liability of the debt owing to
<br />the fact that a number of the horses .removed did not belong to the Company. Mr. E. R. Barksdale
<br />and N~. J. S. Miller have, however, agree~ On behalf of the old officers~f the Compauy-to pay
<br />the City one~hatf of the-bill, if that will be accepted in full.

<br /> A communication ~zom the Board of Health was presented by the Chairman of the Department
<br />of Public Welfare, desiring to know if the said Board is to be continued or abolished.
<br />stated in the communication that the request is mmde in View of the fact that the Board has in
<br />~ind the offering of some suggestions for consideration of the Public Welfa~eDePartme~t and the
<br />City Council.
<br /> On motion, said communication was referred the Public Welfare Department.
<br />
<br /> A petition of patrolm~n J. W. Smith~ to b~ re-imbur~eo $7.50 ~or three days deducted from
<br />his p~y the first half of October, 1~16, was granted.
<br />
<br /> Mr. Dashiell presented a petition, from the Judge of the Corporation Court for three copies
<br />of Volume ~ of Pollard's Annotated Code of V~irginia, one for himself, one for the Clerklof the
<br />Cottrt, and one for the Clerk of the Council.
<br /> On motion, the petition w~s granted, ~h~ Finance Department to provide an appropriation
<br />of $22.50 for same.
<br />
<br /> A~-petttio~ was read from certain residents and property owners in the vicinity of Eighth
<br />street a~d Naval Place protesting ag~nst the erection of~ ~ wooden structure at said corner for
<br />the accommodation of laborers"to be emploTe~l%on the new dry dock in the U. S. Navy Yard.
<br /> On motion, the rules were suspended and the privileg? of the floor granted tO. several
<br />citizens interested in the matter, who spoke against the buildzng of such a "bunkhouse."
<br /> Then the City Attorne~ was called ~pon to adyise the Council as to what legal action
<br />could be taken in this matter. He replied that the Council could pass an ordinance to meet
<br />~anitary and police regulations, but that the ordinance could not properly be confined to one
<br />section of the City but must be general in its scope.
<br /> Finally, Mr. Dashiell moved that the Departments of Law and Public Welfare, with the
<br />~ity Attorney prepare an ordinance to ~rhhibit any person or persons from operating boarding
<br />or lodging h~es£for more than twelve persons, where there are no sewer connections with the
<br />
