<br /> ~On motion of Mr. Morgan, the 01erk w~s.instructed to notify Mr. Alexander of the pre-
<br />vious action of the Council with regard to this matter, ~e.~ely, that it had been ordered to lie

<br /> A petition w~s received from Winston Panfish, Examiner of Records for the Judicial Circuit
<br />embracing Portsmouth, asking that an ordin~uce be passed extending until December 31st as the
<br />time for payment of taxes shown on the list of assessment of omitted intangible property for
<br />the years 1903~16, inclusive.
<br /> The petition was discussed by Messrs. Morris, Dashiell, Herbert, and Morgan.
<br /> Then Mr. Morris moved that the time for the payment of taxes shown on. said list be
<br />extended fifteenc~ys.
<br />Dr. Parrish called on Mr. Barclay, Assistant to the City Attorney, who was present
<br />to give an opinion with regard to the m~tter, '
<br /> Thereupon, Mr. Dashiellmoved to amend, that such time be extended for ten days.
<br /> The ~mendment was adopted and by the following vote:
<br /> Ayes--Dashiell,
<br /> Hanvey, Herbert, Morris, Morgan, Parrish, 6.

<br /> A petition wms read from the School Board that the ordinance be suspended and that the pur-
<br />chaser of the frame b~ilding ~1828 High street be allowed to move the building across the street
<br />or streets~ said Board expecting to sell the building at Public Auction in a few days.
<br /> un motion, the School Board w~s allowed to-move the house, under the supervision of
<br />the proper City Officers.
<br />
<br /> On motion of Mr. Dashiell, mn appropriation of $I00.. was allowed for tubes and grate bars
<br />for fire engines, and bY the following-vote:
<br /> Ayes--Dashiell, Hanvey~ Herbert, Morris, Morgan, Parrish, 6.
<br /> Mr. Herbert stated that ~r. Cliff Alexander wished to occupy~tempora~ily for his protection
<br />the little Jib of ground owned by the City at the corner of Court and Fourth streets, and he
<br />moved that the request be granted.
<br /> On moti~, the matter was referred to the Department of Public Service.
<br /> On motion of Mr. Dashiell, the Public Safety Department w~s allowed to further arrange
<br />the light at the foot of Fourth street.
<br />
<br /> On motion of Mr. Morgan, the advisability of another light in West Park View was referred
<br />to the Dep~rtment of Public Safety.
<br />
<br /> The Sixth and Seventh Ward Loca2 Boards of Improvement had been invited to appear before
<br />the Counci2 at this meeting to consider the matter of discon%inuing the said Boards.
<br /> Mr. S. M. Lewis, Chairman of the Sixth Ward Board only',' w~s present, and he spoke and
<br />asked the Council to consider the matter further.
<br />~nereupon, on motion of Mr. Morgan, the Council decided to ta~e up the matter again at
<br />its next regular meeting November l~th and to invite the Boards to be present at that meeting.

<br /> On m~r~ion of ~r. Morgan, the.mat~er of erroneous assessments in the Sixth and'Seventh Wards
<br />was re'feared to the Finance Department.
<br />
<br /> The President'suggested that the negotiation of the sale of $200,000. of notes, due Janu-
<br />ary l, 191~, be referred to the Finsmc~DeDar~ment~ a~d items, so mov~d~and adopted.
<br />
<br /> Mr. Herbert moved that the body meet Thursday ni~t at y:O0 P. M. with the School Board
<br />~ connection' with the erection-of a new High Schoo2 and Colored School building, and to elect
<br />a temporary Eeeper of the Cemeteries. Further, that the Clerk be instructed to notify all
<br />applicants fo~ ~the position of Keeper of the Cemeteries that said position will be temporary,
<br />at a salary of $~5. per month~ all fees collected from said office to be turned over to the
<br />City Collecmo~r.
<br /> The motion was adopted.
