R. O. P. <br /> <br />D~tober 31, I9i6; <br /> <br /> Public Property-- <br /> Re~erred October 17th. <br /> <br /> A bill of C. S. Sherwood to-amount of $50.00~~ for attention to the City Hall clock for the <br />years 1915 and 1916. <br /> It is recommended that said'bill be paid. <br /> <br /> A petition of the Park View Engine Co. to have an instantaneous heater in the bath room and <br /> porcelain sink down stairs in said Engine House. <br /> Advisability of providing a stove for the Independent Fire Co. and m heater & gas light <br />Zor the Annex Hose Company. <br /> tt is recommended that an appropriation of $135. be made to cover these i~ems~ <br /> <br /> Authorized-to reject all bids for plumbing work at the City Jail, and permitted to purchase <br />material~ e~oloy a plumber,and have the work done under the sdpervision of the ~lumbing Inspect- <br />or. <br /> ~e report that this wo=k will be begun at once. <br /> <br /> Proposition for heating the building occupied by the Bchool Board and allowing said Board <br />the use of the adjoining room. <br /> We report that in our opinion, the School Board should handle this p~oposition. <br /> <br /> To take steps mt once to put the Vegetable Market in a sanitary condition. <br /> It is recommended that same be celled overhead and painted some light <br />cost not to exceed $850.00. <br /> <br />color, at m <br /> <br /> It is further recommended that cement w~l~ways be laid around the Municipal Building <br />to take care:of rainwater, at a p~obable cost of $160.O0. <br /> <br /> On motion, <br />nance Committee. <br /> <br /> (Signed) Oscie Da~hiell, A~ting Chairman. <br /> <br />the report w~s adopted, the several recommendations being referred to the Fi- <br /> <br />'Public Safety-- <br /> <br />Referred October 17th. <br /> <br /> A communication from Messrs. Kass & Lee desiring to know if the sale of fireworks will be <br />prohibited this Christmas. <br /> It is~ recommended that said firm be supplied with a copy of-the City Ordinances with <br />regard to the sale of fireworks. <br /> <br /> Matter of installing an exit at the north side of Palace Theatre similar to that at the <br />south side of rear end of building. <br /> We report that this m~tter will be taken up with the m~nagement of said-Theatre. <br /> <br /> (Signed) Oscie Dashiell, <br /> On motion, the report of the Department w~s adopted; <br /> <br />Public Welfa=~-- <br /> Referred October 17th. <br /> <br />Chairman. <br /> <br /> A communication from the Board of Health desiring to know if <br />tinued or abolished, &c. <br /> Progress as to same. <br /> <br />the said Board is to be con- <br /> <br />Authorized to advert£se for bids for rations and medicines for the year 1917. <br /> We report that this m~tter will be tmken up. <br /> <br /> To investigate the report thmt certain houses in the Fifth Ward are not connected with <br />the Sewerage System as they should be. <br /> We report that notices have been served on the owners of said houses by the Sanitary <br />Inspector. <br /> <br /> We submit herewith ~.he following opinion from the City Attorney as to the title to <br />the property of Dr. Joseph A. Guthrie, recommended to be purchased for additional cemet~e~y <br />purposes; and it is recommended, in accordance with said opinion and previous action of the <br />Council, that said property be paid for and that bids be obtained for a suitable eDolosing <br />wmll: <br /> "Portsmouth, Va., October 31, <br /> "Honorable City Council, <br /> <br /> "Portsmouth, Va. <br /> "Gentlemen:-- <br /> "In accordance with your request I have examined t~e title to the property <br />offered by Joseph A. Guthrie as a Cemetery Site, fronting 850 feet on First Avenue and running <br />back to the Oak Grove Cemetery, and find the records to said property to be clear with the <br />following exceptions: <br /> <br /> 1. By deed dated January 5, 1~92, and recorded in the Clerk's office of Norfolk County <br />in Deed Book 172, Page 95, A. E. Wilson and wife conveyed to William Coggins a small piece of <br />said land described as m lot on the south-east corner of Wilson's Cemetery, running 15 feet <br />east to a ditch, north along the ditch 2y feet; thence 15 feet west; aud thence south 27 feet <br />to the beginning. <br /> <br />2. There are a small amount of taxes due which should be paid at the time of settlement. <br /> <br /> <br />
