October 3i, 1916. <br /> <br />At a regular meeting of The Council October ]let <br /> <br /> Messrs--Oscie Dashiell, J. T. Hanvey, C. H. <br /> Jno. A. Morris, W. D. Morgan, Chas. <br /> <br />there were present: <br /> <br />Herbert, <br />T. Parrish, 6. <br /> <br />The reading of the minutes of the previous meetings was deferred. <br /> <br /> At this point, the rules were suspended to hear mn address .bY Commonwealth Attorney, Robt. <br />B. Albertson,on limitations as to sale ~f alcoholic liquors, mud he made aa interesting ~nd ~n- <br />structive address on the subject. <br /> <br /> Next, the body held a conference with the various City Officers, all of whom, with a very <br />few exceptions, were present. <br /> In connection with the same, the President of the body delivered some instructive views <br />'concerning the duties of the officers and &skid~ their co-operation, which was appreciated by <br />them and by citizens present. <br /> <br /> Then the regular ~siness of <br />presented: <br /> <br />Public Service-- <br /> <br />the meeting was taken up and the following reports were <br />Referred October l~th. <br /> <br /> Recommitted.' To fux~nish the Finance Department Wi~h an estimate of cost of survey of pro- <br />perty to open up London street through to Ninth avenue. <br /> We report that there will be no cost for survey, but it is recommended tha~ London <br />street be extended on an angle to Correspond with property on Ninth avenue, at a cost of $700. <br />for two lots, ~ <br /> <br /> Pia~ submitted by the Park Commission for plmnting trees, &c.~ in the Pazk at the corner <br />of Court and Wythe streets. <br /> Progress as to same. <br /> <br /> A petition of Metzger-Hamper Motor Corporation to extend a pipe line from their building <br />No. 912 High street over the sidewalk and to the curb line, for a compressed air line to in- <br />flateLautomobile tires.- <br /> It is recommended that said petition be granted, the work to be done under the usual <br />conditions. <br /> <br />A petition of the Plumbing Inspector for aa increase in salary.. Progress. <br /> <br /> A communication from the Park Commission recommending that ~ashington street he.parked its <br />entire length from North street to Sps~vrows Hill Bridge, at a. cost not~in excess of $2,500.00. <br /> It is recommended that this matter be held in ~y~mnoe until the City Manager is ap- <br />pointed. ~ <br /> <br /> To investigate the matter of hauling delhi horses from the streets. <br /> We have handled this matter with the contractor, who will m~ke no charge against the <br /> City for removing dead horses from the streets, but will charge a fee of $3.00 ~gainst-the owner <br /> for each animal removed, and to be collected from the owner of same. <br />/ In this connection, it is recommended that sm ordinance be drafted to cover same. <br /> Referred September 19th. <br /> <br /> A petition of the Sixth Weird Board forths permanent improvement of Godwin street aad Sixth <br />and Seventh avenues, s~ud to lay a graaolithic sidewalk on emch side of High street from the <br />City limits to Chestnut street, at an estimated cost of $30,000.00. <br /> It is recommended that said.improvements bemade and that the matter of finance be <br />referred to the Department of Finance. <br /> <br /> And it is further recommended as follows: <br /> That the names of the following streets in <br />West Park View be changed: Wilson avenue to First avenue; Guthrie to Second avenue; Spratley <br />to West Villa; and Sale to West Leckie; and that signs be placed on the same. <br /> <br /> That au appropriation of $60. be made for temporar~ repaizs to Scott's Cre~k Bridge, <br />and that permanent improv%m~nts, with concrete culvert, beprovided for in next year sbudget. <br /> That aa.appropriati0n Of $250. be allowed for coal at the Sewerage Power House to <br />meet b~lls for November and December; this being necessary on account of .some bills leftfrom <br />last year having been paid out of this year's appropriation. <br /> <br /> That aa appropriation of $25. be made for supplies for the Sewer Power Plant for the <br />remainder of the year. <br /> <br /> That the matter of curbing and guttering on Madison street, and cutting of trees on <br />Jefferson street, be referred to-the Seventh Ward Local Board of Impr~vement'~or .attention. <br /> <br /> The City Engineer reports that some of the streets in the Seventh W~rd and also con- <br />crete curbs need immediate attention,and it is recommended that the Seventh ~dBoard ~or~the <br />Department of Public Service be directed to make the necessary repairs. <br /> <br />(Signed) W.D. Morgan, Chairman. <br /> <br /> On motion, the report of the Commit~ee was s~lojoted, the several recommended mppropria- <br />tions being referred ~o the Finance Department, and the recommendations with regamd to hauling <br />dead horses from ~the streets and chaaging the names of oertain~stree~s in ~est Park View being <br />referred to the Department of Law to bring in an ordinance covering same. <br /> <br /> <br />
