November 22,.1994 <br /> <br /> At a Regular Meeting or.the City Council held on Tuesday, <br />November 22, 1994, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, <br />Bernard D. Griffin, Sr., J~unes C. Hawks, James T. Martin, <br />Cameron C. Pitts, P. Ward Robinett~ Jr., V. Wayne Orton, City <br />Manager, Stuart E. Katz, City Attorney. <br /> <br /> Reverend Robert L. Baker, Fairwood Agape Baptist Church, <br />opened the meeting with prayer which was followed by the Pledge <br />of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Clemons, the <br />minutes of a called meeting on November 7, 1994; a Public <br />Hearing on November/7, 1994; a Called Meeting on November 8, <br />1994; a Regular Meeting on November 8, 1994; two Called <br />Meetings on November 9, 1994; and a Called Meeting on November <br />14, 1994, be approved, and was adopted by unanimous vote. <br /> <br />94-459 Presentation of a Portsmouth Medal of Honor to Mrs. <br />Betty Wright. <br /> <br />94-460 Proclamation presented to Wayne Pickett for "World <br />AIDS Day". <br /> <br />94-461 - Presentation of special pins to neWly appointed Boards <br />and Commissions members. <br /> <br />94-462 - Non Agenda Speakers <br /> <br />1. Robb Lawrence, 245 Beacon Road, expressed his appreciation <br />to City Council and staff for attending the Highland Biltmore <br />Civic League meeting. <br /> <br />2. Donald Lynn, 610 McLean Street, spoke on the relocation of <br />the Cradock sports complex. <br /> <br />- PUBLIC HEARING - <br /> <br />94-463 - Public hearing on a use permit: <br /> <br />(a) UP-94-15 <br /> <br />- AIRLINE BOULEVARD - Use permit application of <br /> W~nson Ge, Vice President of China Market, for a <br /> general merchandise store at 3535 Airline <br /> Boulevard. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to <br />concur with the recommendation of the Planning Commission <br />UP-94-14 be approved on first reading, and was adopted by <br />unanimous vote. <br /> <br />that <br /> <br />-UNFINISHED BUSINESS <br /> <br />CONSENT AGENDA <br /> <br />94-433 - Use permit applications and a code amendment: <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Hawks, to adopt <br />the following ordinance and resolutions, approved on first <br />reading at the public hearing meeting on November 7, 1994, and <br />was adopted by the following vote: <br /> <br /> <br />
