Law-- REPORTS OFDEPARTMENTS Referred DecemberlSth. ~To investigate and report ma.to a complaint that the Police Justice is irregular opening his office for business. We submit the following letter from Police Justice T~omas ms our report: in "Portsmouth, Vm., December 22nd, 1916. "Hon, John A. Eorris, "ChairmanLawDepartment, "City. "Ey Dear Mr. "Referring to t~e matter of the hours for the ope~ning of Court in the Civil and Police A. ~. is the most suitable hour for the opening of the Police Court, and l0 A. E. the most suit- able hour fo~ the opening of the Civil Court. In the event that the Police cases run beyond l0 o'clock, the ~ivil cases are, of course, necessarily postponed until the police cmses are con- cluded. ~On and ~ter the first of the year these hours will be st=icily adhered to except in cases absolutely beyond my control. Advismbility of prepa~ing a code to regulate the erection ofbuildingsi~and electric wiring. ~ It is recommended that theprepa~ation of a building code and th~reg~lation of ~tec- tho w~ring be ~laced in the hands of a special committee, composed of the iCity ~Manager, City Electrician, Chief. of the~Fi=e Department, and Chief o~f Police; aud thmt $~ey submit to the Coun- cil ms early ms possible such a code.
