April 10, 2001 (d) Will be a project that will be developed according to a plan for parking, driveways, and curb cuts which will provide for safe and convenient traffic movement; and (e) Will be in accordance with the purposes of the City of Portsmouth Zoning Ordinance. 2. That Monumental United Methodist Church is hereby granted a use permit pursuant to Section 40-43.1 of the Code of the City of Portsmouth, Virginia (1988) for the operation of school for the fine arts on property located at 450 Dinwiddie Street, and being more particularly described as: UP-01-05 Beginning at the southwest corner of Queen Street and Dinwiddie Street; thence, in a westerly direction approximately 245' to a point; thence in a southerly direction approximately 110" to a point; thence, in a easterly direction approximately 234' to a point; thence, in a northerly direction approximately 110' to a point of the beginning. 3. That the use permit is approved subject to the following conditions: (a) The permitted hours of the proposed operation shall be from 10:00 a.m. to 9:00 p.m., Monday through Friday and 9:00 a.m. to 2:00 p.m. on Saturday.
