April 10, 2001 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, April 10, 2001, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., City Manager Daniel M. Stuck, Deputy City Attorney George M. Willson. <br /> <br /> Councilman J. Thomas Benn III opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a <br />Called Meeting on March 27, 2001, and a Regular Meeting on March 27, 2001, and was <br />adopted by unanimous vote. <br /> <br />01 - 113 - Presentation: <br /> <br />Proclamation presented to Assistant Chief Edward G. Long for "National <br />Telecommunicator's Week". <br /> <br />01 - 114 - Motion to appoint Charity P. Strait as a Deputy City Clerk. <br /> <br /> Motion by Mr. Benn, and second by Mr. Moody, to appoint Charity P. Strait as a <br />Deputy City Clerk, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- Public Hearing - <br /> <br />01 - 115 - Joint public hearing with the City Planning Commission on the recommended <br />2001-2006 Improvement Plan. <br /> <br />1. Jeff Barba, 14 Connor Place, spoke on funding for athletic fields and air conditioning <br /> in the schools. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to waive the rules of <br />order to allow Ms. McManus an additional minute to speak, and was adopted by <br />unanimous vote. <br /> <br />2. Vicki McManus, 303 Sarazen Drive, spoke on funding for air conditioning in schools. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to waive the rules of <br />order to allow Mr. Crittenden an additional two minutes to speak, and was adopted by a <br />vote of 5-1. (Griffin, Pitts absent). <br /> <br />3. David Crittenden, 711 Nottingham Road, spoke on funding for athletic fields, air <br /> conditioning in the schools and taxes. <br /> <br />4. Albert J. Taylor, Jr., 2902 Tanbark Lane, spoke on funding for the Portsmouth Public <br /> Libraries. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to waive the rules of <br />order to allow Mr. Hill an additional two minutes to speak, and was adopted by the <br />following vote: <br /> <br />Ayes: Moody, Robinett, Whitehurst, Holley <br />Nays: Benn, Griffin, Pitts <br /> <br />5. Martin Hill, 101 Lamper Road, spoke on funding for Olive Branch Soccer league. <br /> <br />6. Jackie Jackson, 40'Neal Court, spoke on funding for air conditioning in schools. <br /> <br />7. Chris Delvecchio, 3008 King Richard Way, spoke on funding for Olive Branch <br /> Soccer League. <br /> <br /> <br />
