December 12, 1994 <br /> <br /> At the Public Hearing Meeting of the City Council held on <br />Monday, December 12, 1994, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, Bernard <br />D. Griffin, James C. Hawks, James T. Martin, Cameron C. Pitts, <br />P. Ward Robinett, Jr., V. Wayne Orton, City Manager, Stuart E. <br />Katz, City Attorney. <br /> <br /> Vice Mayor Clemons opened the meeting with prayer which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> The Mayor called the meeting to order and welcomed all an <br />attendance. <br /> <br />94-478 Public Hearing on a code amendment and rezoning <br />applications: <br /> <br />(a) CA-94-23 <br /> <br />CITY CODE AMENDMENT - Amendment to the Zoning <br />Ordinance (Chapter 40) by the City of Portsmouth <br />to create a new zoning district, Resldential <br />Single-Family, RS-85. <br /> <br /> The following citizens spoke in support of the code <br />amendment application: <br /> <br />Max King, 16 Eleanor Court <br />Richard Pruitt, 1552 Crystal Lake Drive <br />Delegate Kenneth Melvin, 14 Eleanor Court <br />Donal Sparrow, 1569 Crystal Lake Drive <br />Thomasine Pruitt, 1552 Crystal Lake Drive <br />Rev. W. Russell, 1545 Crystal Lake Drive <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Clemons, to concur <br />with the recommendation of the Planning Commission that CA-94-23 <br />be approved on first reading, and was adopted by unanimous vote. <br /> <br />(b) Z-94-12 <br /> <br />CRYSTAL LAKES NEIGHBORHOOD Request by the City <br />of Portsmouth to rezone the Crystal Lakes <br />neighborhood, also known as Lake Forest Section <br />IV, generally located along Lake Circle Drive; <br />from Residential Multi-Family RM-75 to Residential <br />Single-Family RS-85. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Griffin, to concur <br />with the recommendation of the Planning Commission that Z-94-12 <br />be approved on first reading, and was adopted by unanimous vote. <br /> <br />(c) Z-94-13 <br /> <br />DOWNTOWN NEIGHBORHOOD - Request by the City of <br />Portsmouth to rezone an area generally bound by <br />High Street and London Boulevard between Peninsula <br />Avenue and Jamestown Avenue from Downtown <br />Industrial D-2-I and Downtown Residential D-2-R <br />Downtown Public D-2-P. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to concur <br />with the recommendation of the Planning Commission that Z-94-13 <br />be approved on first reading, and was adopted by a vote of 4-0-3 <br />(Hawks and Martin represent property owners, and Robinett is a <br />primary owner). <br /> <br />On motion meeting was adjourned at 8:00 p,m. <br /> <br />Mayor <br /> <br />Sh~eila Powell Pittman, CMC/AAE <br /> City Clerk <br /> <br /> <br />
