<br />the matters mentioned in the same were taken up in the order
<br />
<br /> First. An Ordinance Governing the Manufacture, Storage, Bale ~nd Use of Combustible,
<br />Explesive, or Dangerous Materials ~ithin the Corporate Limits of the City of Portsmouth, Va.
<br />
<br /> The ordinance was discussed and, on motion of Mr. Dashiell, final action on same was
<br />deferred until the next regular meeting of the body.
<br />
<br /> Second. ~N ORDIN~2~CE TO REQUIRE ALL PEHSONS TO OBTAIN FROM T~ CITY ENGINEER A PER~iT
<br />TO OPE~ OR DIG UP THE ~TREETS OF T~ CITY, TO REQUIRE ;3PLICATIONS TO BE MADE TO TF~ CITY EN-
<br />GINE~ FOR TRE PRIVILEGE; TO FIX A SCHEDULE OF C~RGES FOR THE PRIVILEGE; AND TO REQUIRE OF
<br />EACH APPLICANT A BOND TO SAVE HARMLESS TP~ CITY FROM INJUBIES RE~JLTING ~ROM THE NEGLIGENCE
<br />OF THE APPLICANT.

<br /> The ordinance 'having been res~i, Mr. Herbert moved to amend section 6 ~s follows: "All
<br />monies arising under this ordinance for the opening of streets shmll be deposited to the credit
<br />o~ ~he General Fund." The a~endment was a~opted.
<br />
<br /> Mr. Morris observed that it is nowhere stated what the minimum charge for work shall
<br />be, and he moved to ~mend, "That the minimum cha~ge for mD~opening of less than a square yard
<br />shall be the charge for a equ~re yard." The motion was adOpted~
<br />
<br /> Er. Dashieil stated that Section 5 called for applicants to return ali bricks taken
<br />up, &c. After some discussion of the section, ~. Morris moved that said section be amended
<br />so as to read as follows:
<br /> "The applic~ut shall s~ve and return to the City all bricks or other
<br />material taken up, or replace the same if lost or broken; ~nd when such brick or other material
<br />shall have been returned ~nd the proper officials 'h~ve credited him for sams all of his re-
<br />sponsibility thersfor Sh~ll cease.
<br /> "He shall fill any trench made, in layers mot to exceed four inches in ~hickness, thor-
<br />oughly t~mpering each layer until the trench is rilles level with the adjoining eurfmce of the
<br />street, leaving the same smooth mhd safe for travel. He shall by adequate barricades, pmssways,
<br />and lights protect the public from injury. Should it develop that ~he a~oun~ of pavement or
<br />oa~riageway removed or disturbed was underestimated, th~ City Engineer shall ma~e out a bill
<br />for the excess including the charge for bricks not returned and require the applicant to pay
<br />the same~" The amendment w~s adopted, a~d then the ordinance, as amended, and by the followinE

<br /> "Fourth. An Ordinance to Amend Section 383 of Ordinances by Adding Thereto a New Sub-
<br />section to be Shown as Sub-section "0 ~" Requiring Drivers o~ Vehicles to Obey Signs,
<br />
<br /> "Fifth. An Ordinance to Levy a Specific Tax on Persons Owning Automobiles, &e.
<br />
<br /> "Sixth. An Ordinance to Ma~ke it Uuiawful for ~y Junk Dealer or Canvasser to Receive or
<br />Have in His Possession Water or Gas Pipes or Fixtures.
